Abstract

Satuan kerja (satker) merupakan unit organisasi terendah dalam pengelolaan keuangan negara. Untuk membantu dalam pengelolaan keuangan negara pada tingkat satker, saat ini digunakan tujuh buah aplikasi berbasis desktop, yaitu Aplikasi RKAKL, Aplikasi DIPA, Aplikasi SPM, Aplikasi SISKA, Aplikasi SIMAK-BMN, Aplikasi Persediaan, dan Aplikasi SAKPA. Di antara aplikasi tersebut memiliki keterkaitan satu sama lain. Namun, karena aplikasi-aplikasi tersebut masih terpisah-pisah, akibatnya terdapat duplikasi data dan fungsi di antara aplikasi tersebut. Untuk mengatasi permasalahan tersebut, dikembangkan sebuah aplikasi baru, yaitu Aplikasi Sistem Informasi Pengelolaan Keuangan Negara menggunakan database terintegrasi. Aplikasi SIAPKAN merupakan aplikasi berbasis web yang dikembangkan dengan menggunakan teknologi Java Server Pages dan PostgreSQL. Aplikasi SIAPKAN terdiri atas tujuh modul, yaitu modul penganggaran, modul pembayaran, modul bendahara, modul aset tetap, modul persediaan, dan modul administrasi. Aplikasi SIAPKAN Modul Aset Tetap yang dihasilkan dalam tugas akhir ini dapat menangani transaksi saldo awal, perolehan, perubahan, dan penghapusan aset pada satker serta menghasilkan daftar/laporan yang terkait dengan penatausahaan aset oleh satker.

Satuan kerja (satker) is the lowest organizational unit in the management of state finances. To assist in the management of state finances in satker level, currently used seven desktop-based applications, ie RKAKL Application, DIPA Application, SPM Application, SISKA Application, SIMAK-BMN Application, Inventory Application, and SAKPA Application. Among these applications is related to one another. However, because these applications are still fragmentary, as a result there is duplication of data and functions of these applications. To overcome these problems, a new application has been developed, Application of State Financial Management Information System (SIAPKAN) using integrated database. SIAPKAN application is web-based application developed using Java Server Pages and PostgreSQL technology. SIAPKAN application consists of seven modules, namely budgeting module, payment module, treasurer module, fixed asset module, inventory module, and administration module. SIAPKAN Application Fixed Asset Module resulted in this final project can handle beginning balances, acquisition, alteration, and removal of assets transactions and generate lists or reports related to the administration of assets in satker level.
