Abstract

AIS atau _Automatic Identification System_ merupakan peralatan navigasi untuk pertukaran data dan informasi secara elektronis antarkapal maupun dengan pihak darat menggunakan frekuensi marine VHF. Informasi tersebut terdiri dari data statis, data dinamis, data perjalanan, dan _safety-related message_. Otoritas penerima informasi di darat adalah AIS Base Station. Tujuan utama penerapan AIS adalah untuk meningkatkan keselamatan dan keamanan pelayaran, sebagaimana tercantum dalam peraturan SOLAS dari IMO. Pelabuhan internasional harus memasang AIS untuk memenuhi sertifikasi ISPS Code.

Tanjung Perak merupakan salah satu pelabuhan internasional di Indonesia dan pelabuhan tersibuk kedua setelah Tanjung Priok, dengan _cargo throughput_ rata-rata 5.797.399 ton per tahun dan 15.784 _vessel call_ per tahun. Banyaknya kapal yang melakukan aktivitas dan sempitnya alur perairan Tanjung Perak menyebabkan kapal membutuhkan informasi-informasi dari AIS atau peralatan komunikasi lainnya. Jaminan terhadap keselamatan dan keamanan pelayaran di Tanjung Perak dapat menjamin kelancaran kegiatan di Tanjung Perak. Hal ini dijelaskan dalam analisis biaya-manfaat. Keselamatan dan keamanan dapat ditingkatkan, salah satunya dengan menggunakan teknologi AIS, yaitu dengan saling memberikan informasi.

Indonesia telah menerapkan AIS sejak tahun 2005, namun belum mempunyai prosedur untuk memberikan respons yang tepat terhadap informasi yang didapatkan. Sehingga, AIS belum memberikan kontribusi yang optimal dalam meningkatkan keselamatan dan keamanan pelayaran. Identifikasi awal arsitektur AIS terdiri dari arsitektur fungsional, arsitektur fisik, arsitektur komunikasi, dan arsitektur organisasi. Arsitektur fungsional menjelaskan otorisasi terhadap informasi, yang dibedakan antara otorisasi informasi dan otorisasi tindakan. Arsitektur fisik menjelaskan konfigurasi peralatan, yakni menggunakan konfigurasi baku yang telah ditetapkan. Arsitektur komunikasi menjelaskan metode-metode pertukaran data dan informasi. Arsitektur organisasi menjelaskan bagaimana struktur organisasi aliran informasi yang tepat sehingga menghasilkan keputusan yang tepat, dapat menentukan pihak yang paling berwenang dalam menentukan tindakan, serta dibutuhkan satu badan yang memiliki kewenangan penuh terhadap informasi dan tindakan yang akan diambil.

AIS, or Automatic Identification System, is a navigation system used for the electronic exchange of data and information between vessels and between vessels and shore-based stations using marine VHF frequencies. This information consists of static data, dynamic data, voyage-related data, and safety-related messages. The authority responsible for receiving information onshore is the AIS Base Station. The main objective of AIS implementation is to improve maritime safety and security, as stipulated in the SOLAS regulations of the IMO. International ports are required to implement AIS to comply with ISPS Code certification.

Tanjung Perak is one of the international ports in Indonesia and the second-busiest port after Tanjung Priok, with an average cargo throughput of approximately 5,797,399 tons per year and 15,784 vessel calls per year. The large number of vessels operating in the area and the narrow waterways of Tanjung Perak require vessels to obtain information from AIS or other communication equipment. Ensuring the safety and security of shipping activities at Tanjung Perak can support the smooth operation of activities at the port. This is demonstrated through a cost-benefit analysis. Safety and security can be improved through the use of AIS technology, which enables the exchange of information among vessels and relevant authorities.

AIS has been implemented in Indonesia since 2005; however, there are no standard procedures for providing an appropriate response to the information obtained. An initial identification of the AIS architecture consists of functional architecture, physical architecture, communication architecture, and organizational architecture. The functional architecture describes information authorization, which is divided into information authorization and action authorization. The physical architecture describes the equipment configuration, which uses the established standard configuration. The communication architecture describes the methods of data and information exchange. The organizational architecture explains the appropriate organizational structure for managing the flow of information so that appropriate decisions can be made, the authority responsible for determining the necessary actions can be identified, and an institution with full authority over the information and the appropriate actions to be taken can be established.
