Abstract
Interaksi masyarakat di Pulau Ambon dengan Pulau Seram dari waktu ke waktu semakin meningkat seiring dengan perkembangan pembangunan. Interaksi ini ditunjukkan dengan pergerakan orang maupun barang antara kedua pulau, yang mana pada wilayah utara Pulau Ambon merupakan wilayah yang dijadikan sebagai pintu masuk dari dan ke Pulau Seram, khususnya Seram Bagian Barat. Terdapat tiga pelabuhan yang saat ini dijadikan sebagai pintu masuk Pulau Ambon, yakni Hitu, Hila, dan Asilulu. Pengembangan pelabuhan di wilayah utara Pulau Ambon merupakan hal yang penting dalam rangka melayani pergerakan masyarakat dan menunjang pertumbuhan ekonomi. Dari segi teknis lokasi, Pelabuhan Hitu memiliki daya dukung yang sangat besar terhadap upaya pengembangan pelabuhan, baik aspek darat maupun aspek laut. Keunggulan ini didasarkan pada hasil pengukuran, penilaian, dan pembobotan aspek teknis, di mana lokasi alternatif I di Desa Hitu-Lama, Kecamatan Leihitu, memperoleh nilai tertinggi, yaitu sebesar 814, dibandingkan dengan dua alternatif lokasi lain, masing-masing alternatif II sebesar 764 dan alternatif III sebesar 688.
Didasarkan pada hasil pembobotan aspek teknis, alternatif lokasi I di Desa Hitu-Lama, Kecamatan Leihitu, memperoleh nilai tertinggi 814 dibandingkan dengan dua lokasi lain, masing-masing alternatif II sebesar 764 dan alternatif III sebesar 688.
Selisih biaya angkut menuju Kota Ambon dari Seram Barat lewat penyeberangan dan lewat laut ternyata menunjukkan bahwa melalui laut (Hitu) terdapat penghematan biaya angkut rata-rata sebesar 58,25%. Utilitas dermaga atau tingkat pemanfaatan dermaga Pelabuhan Hila lebih besar 4,65% dari Pelabuhan Hitu. Perbedaan waktu di pelabuhan dan waktu di tambatan sebesar 11%. _Berth Occupancy Ratio_ (BOR) Hitu = 35,35%, sedangkan _Berth Occupancy Ratio_ (BOR) Hila = 40%. Biaya perjalanan terkecil menuju Seram Bagian Barat melalui laut adalah tujuan Hitu. Berdasarkan hasil penilaian matriks dari penggabungan aspek teknis, aspek kinerja pelabuhan, dan aspek biaya pada gerbang utara Pulau Ambon adalah sebagai berikut: a. Pelabuhan Hitu memperoleh nilai 1954, b. Pelabuhan Hila memperoleh nilai 1914, dan c. Pelabuhan Asilulu memperoleh nilai 1730.
Dengan demikian, Pelabuhan Hitu layak ditetapkan sebagai gerbang utama utara Pulau Ambon.

The interaction between the people of Ambon Island and Seram Island has increased over time along with development. This interaction is shown by the movement of people and goods between the two islands, where the northern area of Ambon Island serves as an entrance to and from Seram Island, particularly West Seram. There are three ports that are currently used as entrances to Ambon Island, namely Hitu, Hila, and Asilulu. The development of ports in the northern area of Ambon Island is important for serving the movement of people and supporting economic growth. From a technical location perspective, Hitu Port has significant potential for port development in both land and sea aspects. This advantage is based on the results of measurements, assessments, and weighting of technical aspects, where alternative location I in Hitu-Lama Village, Leihitu Subdistrict, obtained the highest score of 814, compared with the other two alternative locations, namely alternative II with a score of 764 and alternative III with a score of 688.

The difference in transportation costs to Ambon City from West Seram by ferry and by sea shows that transportation by sea (Hitu) provides an average transportation cost saving of 58.25%. The utility of the wharf, or the level of wharf utilization, at Hila Port is 4.65% higher than at Hitu Port. The difference between the time spent at the port and the berthing time is 11%. The _Berth Occupancy Ratio_ (BOR) at Hitu is 35.35%, while the BOR at Hila is 40%. The lowest travel cost to West Seram by sea is for the Hitu destination. Based on the matrix assessment resulting from the combination of technical aspects, port performance aspects, and cost aspects at the northern gateway of Ambon Island, the results are as follows: a. Hitu Port obtained a score of 1,954; b. Hila Port obtained a score of 1,914; and c. Asilulu Port obtained a score of 1,730.
Therefore, Hitu Port is considered suitable to be designated as the main northern gateway of Ambon Island.
