Abstract

Kawasan pesisir Kecamatan Sedati merupakan salah satu kawasan prioritas dalam pengembangan di Kabupaten Sidoarjo. Seiring berjalannya waktu, potensi yang ada mengalami penurunan terhadap kontribusi PDRB Kecamatan Sedati. Hal tersebut mengindikasikan pengelolaan di kawasan pesisir belum optimal. Berdasarkan permasalahan tersebut, maka tujuan dalam penelitian ini adalah merumuskan prioritas dalam pengembangan kawasan pesisir Sedati berdasarkan nilai tingkat kepentingan (importance) dan kondisi (performance) tiap faktor pengembangan kawasan pesisir. Perumusan prioritas diperoleh melalui analisis data hasil survei terhadap masyarakat di wilayah studi. Faktor pengembangan kawasan pesisir yang diperoleh, dianalisis dengan pengujian validitas dan reliabilitas dari kuesioner dengan skala penilaian Likert, uji perbandingan berpasangan dan uji rata-rata kesenjangan. Penentuan prioritas dirumuskan berdasarkan tipologi dari masing-masing variabel dalam matriks Importance dan Performance. Berdasarkan hasil tipologi tiap variabel dapat disimpulkan variabel yang termasuk pada prioritas I, variabel yang perlu ditingkatkan yaitu permodalan dan tingkat kesehatan. Pada prioritas II, variabel yang tetap dipertahankan yaitu produktivitas, pemasaran dan tingkat pendidikan. Prioritas III, variabel yang akan ditinjau kembali dalam pengembangan kawasan pesisir Sedati adalah kemitraan dan pembinaan. Prioritas IV, variabel diabaikan karena masyarakat menilai kondisinya tidak perlu diperbaiki yaitu akses (jalan) dan sarana prasarana pendukung.

The Sedati district coastal area is the one of priority area development in the Sidoarjo Regent. By the way, those present potential resources go through the district PDRB contribution decreasing. That condition indicates that the management of coastal area is not optimized. Based on that problem, the aim in this research is formulated the priority in the development coastal area of Sedati based on the value of performance and importance from factors of development coastal. Formulation of priority is gotten by data analysis survey to society in study area. Factors of development coastal, analyzed by validity and reliability test from questionnaire with value scale of Likert, paired sample t test, and quality differences mean test. Appointment priority is formulate based on typology from each variable in matrix Importance Performance. Based on result typology each variable, the conclusion show that variables in the first priority are variable those have to be increased namely capital cost and healthy level. Variables in the second priority are variables to be maintained namely productivity, marketing and education level. Variables in the third priority are variables to be reconsidered in the Sedati district coastal area development those are partnership and non-formal education. Variables in the fourth priority are variables those have to be maintained namely accessibility and supporting infrastructure.
