Abstract

Dalam usaha peningkatan pelayanan terhadap masyarakat yang mengurus SIM, kepolisian membuat suatu pelayanan baru yaitu Pelayanan SIM Keliling. Pelayanan ini sifatnya mobile dan khusus untuk memperpanjang SIM. Dengan Pelayanan SIM Keliling, masyarakat akan merasa lebih terlayani oleh kepolisian, karena pihak polisi yang aktif mendekatkan diri kepada masyarakat. Pelayanan SIM Keliling untuk kota Surabaya mulai beroperasi sejak tanggal 13 Februari 2007 dengan 2 unit mobil berbasis Isuzu Elf 120 PS. Peningkatan pesat pengguna Pelayanan SIM Keliling tiap bulannya, membuat Polwiltabes Surabaya menambah layanan baru pendukung SIM Keliling standar, seperti SIM Keliling Night Service, dan SIM Keliling Sunday Morning Service, SIM Keliling Komunitas, hingga akhirnya menambah 2 unit mobil lagi pada 14 Februari 2008. Namun masih terdapat permasalahan teknis pada desain mobil Pelayanan SIM yang dapat mengurangi kinerja petugas. Urutan aktivitas pemohon pun masih terlalu panjang dan dapat dibuat lebih sederhana. Bila dilihat dari sifatnya yang mobile dan banyak dikunjungi masyarakat, Pelayanan SIM Keliling ini memiliki potensi dipakai sebagai sarana untuk memberikan informasi-informasi kelalu-lintasan untuk mendukung program kepolisian seperti Safety Riding dan Responsible Driving. Dengan kata lain. Pelayanan SIM Keliling ini memerlukan perbaikan desain untuk perwujudan pelayanan cepat, nyaman, dan efisien. Tujuan perubahan desain pada Pelayanan SIM Keliling yaitu memberikan desain yang lebih nyaman kepada petugas agar petugas dapat bekerja lebih optimal, hingga akhirnya berdampak pada kecepatan pelayanan. Penambahan pelayanan informasi kelalu-lintasan dapat ditambahkan pada Pelayanan SIM Keliling ini sehingga program-program pihak kepolisian dapat tersalurkan secara langsung kepada masyarakat, hingga akhirnya berdampak pada penurunan pelanggaran lalu lintas dan tingkat tilang di jalan. Untuk mendukung perancangan Pelayanan SIM Keliling, dilakukan pengumpulan data dengan menggunakan metode kualitatif. Metode kualitatif dilakukan dengan melakukan wawancara kepada petugas SIM yang melayani perpanjangan SIM di Satpas SIM Colombo, dan petugas SIM yang melayani perpanjangan SIM di Pelayanan SIM Keliling. Data sekunder diperoleh dari pustaka, internet, dan literatur dari berbagai media seperti majalah, koran, televisi, dan radio. Gambaran hasil perancangan ini yaitu desain Pelayanan SIM Keliling yang lebih informatif dan bermanfaat bagi masyarakat dengan adanya layanan informasi kelalu-lintasan, dengan konsep cepat, nyaman, dan efisien, sehingga membawa citra positif kepolisian di mata masyarakat. Hasil akhir dari proses perancangan ini yaitu Kriteria Desain, Konsep Pola Pikir Grafikal, gambar teknik/produksi, gambar detail, gambar operasional, gambar rendering komputer, dan model skala 1:10 beserta gambar presentasinya.

In order to enhance service to the people who want to manage driving license, the police force made a new kind of service called Mobile Driving License Service. This service is mobile in character and special just for driving license extend. With this new kind of service, the people feel that the police force is to serves them well, because of the police force's active action to get closer to the public. Mobile Driving License Service for Surabaya city has been started operating since 13th of February 2007 with 2 car units of Isuzu Elf 120 PS based. The rapid increase of Mobile Driving License Service user each month, made Surabaya's police headquarter adding some new supporting services, such as Mobile Driving License - Night Service, Mobile Driving License - Sunday Morning Service, and Mobile Driving License Service - Community, up to now adding 2 more car units at 14th of February 2008. However, there are still many technical problems in Driving License Service car design that can reduce the officers' work activities. The customers' activities sequence is also too long, in fact it can be made simpler. If we look from its mobile characteristic and its great number of visitors, this Mobile Driving License Service also has a potential to be used as a medium to share the traffic information to support traffic police force programs such as Safety Riding and Responsible Driving. In short, these Mobile Driving License Service vehicles need design improvement to actualize a fast, comfortable and efficient service. The purpose of design change on Mobile Driving License Service cars is to give the officers more comfortable design so they can work in an optimal fashion, such that at the end it will affect to the service speed. The traffic information's service can be added on these Mobile Driving License Service cars, so the police force traffic programs can also be informed directly to the public; in objective to the decreasing of traffic law violation and the usage of traffic ticket on the street. To espouse the design of Mobile Driving License Service cars, the data were collected using qualitative method. The qualitative method was carried out by doing some interviews with the police officers who served the driving license extend at Colombo headquarter, the center of the driving license service in Surabaya, and also with the police officers who served the driving license extend at Mobile Driving License Service. The secondary data were obtained from books, internet, and literature from various media such as magazines, newspapers, television and radio broadcast. The visible image of this designing result is the design of the Mobile Driving License Service vehicles which more informative and useful to the public with the added of traffic information service within fast, comfortable and efficient concept; in such a way that brings positive image of police force in the people's mind. The final results of this designing process are Design Criteria, Graphical Contemplative Pattern Concept, technical/production drawing, detail pictures, operational images, computer rendering drawing, and model with 1:10 measured scale along with the presentation images.
