Abstract

Kota Sidoarjo yang mengalami perkembangan yang sangat pesat. Salah satunya perkembangan itu terjadi pada wilayah Jalan Lingkar Timur yang merupakan jalan arteri. Dimana hal itu dipengaruhi oleh perluasan serta penambahan area pergudangan dan industri. Hal ini akan berpengaruh terhadap tingkat pelayanan Jalan Lingkar Timur. Pola pergerakan penduduk di kawasan Candi sampai Buduran juga dapat mempengaruhi tingkat pelayanan, yang cenderung meningkatnya tingkat pelayanan imtuk pergerakan lokal. Maka dari itu perlu dilakukan studi yang bertujuan untuk mengkaji karakteristik pergerakan dan pengaruhnya terhadap Jalan Lingkar Timur. Studi ini dilakukan dengan mengidentifikasi masalah pada jalan Lingkar Timur, studi pustaka sebagai acuan/referensi, dan pengumpulan data lapangan. Setelah itu dilakukan analisa terhadap kinerja Jalan Lingkar Timur dimana analisa tersebut meliputi Analisa bangkitan, Analisa kinerja kondisi eksisting lalulintas, Anaisa kondisi eksisting ruas jalan. Hasil yang didapat dari studi ini adalah meningkatnya kinerja Jalan Lingkar Timur akibat pertumbuhan pergudangan/perindustrian. Hal ini dapat dilihat dari data berikut ini, yaitu : yang pertama, kondisi Jalan Lingkar Timur saat ini dengan dua tipe jalan yakni tipe 2/2 UD dan 4/2 D. Tipe jalan 2/2 UD yaitu dengan DS sebesar 0,53, Volume Lalu lintas Q = 1324 smp/jam, kapasitas C = 2444, Kecepatan VLV = 30 km/jam, panjang segmen L = 9 km, waktu tempuh TT = 0,3 jam. Tipe jalan 4/2 D yaitu dengan DS sebesar 0,227 , Volume Lalu lintas Q = 1372 smp/jam, kapasitas C — 5790, Kecepatan VLV= 51 km/jam, panjang segmen L = 2 km, waktu tempuh TT = 0,033 jam. Yang kedua, kondisi Jalan Lingkar Timur akibat pertumbuhan pergudangan/perindustrian pada tahun 2012 dengan kondisi jalan dua tipe jalan yakni tipe 2/2 UD dan 4/2 D. Tipe jalan 2/2 UD yaitu dengan DS sebesar 0,53 , Volume Lalu lintas Q = 1613 smp/jam, kapasitas C = 2444, Kecepatan VLV = 24 km/jam, panjang segmen L = 9 km, waktu tempuh TT = 0,375 jam. Sedangkan, tipe jalan 4/2 D yaitu dengan DS sebesar 0,55 , Volume Lalu lintas Q = 3154 smp/jam, kapasitas C = 5789,52 , Kecepatan VLV = 534km/jam, panjang segmen L = 2 km, waktu tempuh TT =0,058jam.

Where that thing's] influenced by extension and also addition of warehousing area and industry. This matter will have an effect on to storey;level service of Ring Road East. Pattern movement of resident Temple area until Buduran also can influence service storey;level, what tend to increase him mount service for local movement. Hence from that require to be studied with aim to to study movement characteristic and its influence to Ring Road East. This study is conducted by identifying the problem of East ring road[ book study as reference, and data collecting of field. Afterwards analyse to Ring Road East performance where the analysis cover Analysis awaken, Performance analysis of[is condition of lalulintas eksisting, Analyse the condition of joint streets eksisting. Result of which got from this study the increasing of Ring Road East performance effect of growth of warehousing / industrial. This matter can be seen from data following, that is : first, condition of Ring Road East in this time with two type walke namely type 2 / 2 UD and 4 / 2 D. Type walke 2 / 2 UD that is with DS equal to 0,53 , Volume Traffic of Q = 1324 pcu/h, capacities of C = 2444, Speed of VLV = 30 km /h, long segment of L = 9 km, time gothrough IT = 0,3 h.
