Abstract

Pusat-pusat industri Surabaya yang tumbuh semakin pesat mengakibatkan meningkat pula aktifitas transportasi yang juga berpengaruh terhadap peningkatan kebutuhan akan sistem perangkutan. Seperti halnya ruas jalan A. Yani dan jalan raya Sedati yang menjadi satu-satunya jalan penghubung dan pintu keluar masuknya bagi pengguna fasilitas bandara Juanda. Oleh sebab itu dibutuhkan perbaikan sistem angkulan umum berdasarkan kemampuan angkut yang besar. Agar kinerja angkutan masal yang akan direncanakan dapat lebih efektif dalam pelayanan dan dapat menyerap banyak pengguna jasa, mengurangi kemacetan pada ruas jalan A. Yani dan jalan raya Sedati serta mahalnya biaya yang dikeluarkan untuk menuju/dari Bandara Juanda Surabaya maka perlu dipikirkan tarif yang terjangkau atau lebih ekonomis dengan meninjau kemampuan dan kemauan pengguna untuk membayar. Analisa yang pertama dilakukan dengan melakukan survai pendahuluan untuk mengetahui objek studi dan mempersiapkan desain dari kuisoner serta untuk mengetahui jumlah sampel yaitu sebesar 867 sampel yang akan disebar nantinya. Kemudian dilakukan survai kuisioner yaitu dengan penyebaran kuisoner dan survai wawancara kepada pengunjung Bandaradengan jumlah sampel per hari 289 sampel. Selanjutnya dilakukan analisa terhadap hasil survai mengenai karakteristik sosial ekonomi, penentuan tarif berdasarkan biaya pokok produksi dan loadfactor, dan tarif berdasarkan kemampuan serta kemauan pengunjung Bandara Juanda Surabaya. Hasil dari analisa menunjukkan bahwa pengunjung Bandara Juanda Surabaya yang bersedia berpindah moda dengan tarif Rp10.000-Rp12.500 sebesar 62,84% atau 301 responden yang mayoritas melakukan perjalanan untuk urusan keluarga sebesar 39,20% atau 118 responden dengan profesi sebagai PNS, TNI/POLRI, BUMN sebesar 32,23% atau 97 responden. Selain itu kendaraan eksisting yang digunakan adalah menggunakan taksi sebesar 36,54% atau 110 responden untuk menuju/dari Bandar udara. Sementara bagi pengunjung Bandara Juanda Surabaya yang bersedia berpindah moda dengan tarif Rp12.501-Rp15.000 sebesar 37,16% atau 178 responden yang mayoritas melakukan perjalanan untuk urusan keluarga yaitu sebesar 33,15% atau 59 responden dengan profesi sebagai PNS, TNI/POLRI, BUMN sebesar 33,15% atau 59 responden. Selain itu kendaraan eksisting yang digunakan adalah menggunakan taksi sebesar 39,33% atau 70 responden untuk menuju / dari Bandara Juanda Surabaya. Berdasarkan biaya operasional tarif yang didapatkan sebesar Rp 5.630 dengan load factor 70%, banyaknya penumpang adalah 380 penumpang yang membutuhkan 5 (lima) gerbong dalam 1 (satu) rangkaian dan pada tahun 2013 tarif tersebut masih bisa menutupi biaya operasional dengan selisih pendapatan terhadap biaya operasional pada tahun 2013 sebesar Rp 1.147.793.355.

The Surabaya’s industry centres that grow so fast affecting the increase of transportation that also affecting the demand of transportation system. Like the Street A. Yani and Street Sedati that become the main gateway for the Juanda airport users. It is why the public trasportation fixing in capacity based is needed The reasonable or economic tariff with considers the ability and desire of pessengers is needed to make the public transportation become more effective in its services. The first analysis done with a preliminary survey to know the study object and prepare and used to know the sample's amount. It is 867 sample that will be spread in future. Then, the questioner survey will be done with no less than 289 sample per day. After that, the anaysis about the social economy characteristic, the tariff consideration in case of the production cost and loadfactors, and the tariff in case of ability of desire of Juanda airport visitors need to be done. The analysis result shows that the Juanda airport visitors that want to change their transportation with Rp10.000-Rp12.500 price range is 62,84% or 301 people that mostly do the trips for the family business for 39,20% or 118 people with PNS, TNI/POLRI, BUMN for 32,23% on or 97 people as their jobs. Beside that, the existing transportation that used is taxi for 36,54% or 110 people from and go to airport. In the other hands, the Juanda visitors that want to change their transportation with Rp12.501-Rp15.000 price range is 37,16% or 178 people who mostly do the trips for family business for 33,15% or 59 people with the profession as PNS, TNI/POLRI, BUMN for 33,15% or 59 people. Beside that, the existing transportation that used is taxi for 39,33% or 70 people to go to and from Juanda airport. Based on operational cost that up to Rp 7.692 with a 70% of load factors and in the 2013 that tariff will still cover the operational cost with the Rp 1.147.793.355 profits in 2013.
