Abstract

As one of the largest cities in Indonesia, Surabaya faces complex transportation problems, including traffic congestion. The main factor contributing to congestion is the large number of people who prefer using private vehicles rather than public transportation. One solution to address this problem, particularly along the North–South corridor, which serves as a major transportation corridor in Surabaya, is to develop a modern mass transit system. In this case, Bus Rapid Transit (BRT) is considered capable of representing the characteristics of modern public transportation. To implement a Bus Rapid Transit (BRT) system, it is necessary to determine the potential demand from private vehicle users who may switch to BRT. To estimate this demand, the Logit-Binary Ratio method is used. This method compares the generalised cost of private vehicles with that of BRT to determine the potential demand. The data used in this method consist of stated preference and revealed preference data. The results of this method indicate that the demand for BRT reaches 15% among motorcycle users and 45% among car users when the ratio of BRT's generalised cost to that of private vehicles is 1:1. However, these percentages may increase if the generalised cost of BRT can be reduced, for example, by considering alternative options in the stated preference approach. Based on the results of the Logit-Binary Ratio method, the demand for BRT is relatively high and still has the potential to increase. If the BRT system can be implemented, it is expected to help alleviate the traffic congestion that has occurred along Surabaya's North–South corridor.
