Abstract
Perilaku Buang Air Besar Sembarangan (BABs) merupakan salah satu permasalahan sanitasi yang hingga saat ini belum terselesaikan. Hal ini membuat Walikota Surabaya mengeluarkan Surat Edaran untuk segera mewujudkan lingkungan Kota Surabaya yang bersih, sehat dan menuju Kelurahan Stop Buang Air Besar Sembarangan (SBS). Kecamatan Gubeng merupakan salah satu kecamatan di Kota Surabaya yang berlokasi dekat dengan pusat pemerintahan, namun berdasarkan laporan dari Puskesmas Mojo dan Pucang Sewu masih ada 486 KK yang berperilaku BABs. Penelitian ini bertujuan untuk mengkaji faktorfaktor yang mempengaruhi keputusan warga berperilaku BABs, mengkaji opsi teknologi sanitasi, mengkaji sumber pembiayaan pengadaan jamban, dan mengkaji kelayakan jamban eksisting di Kecamatan Gubeng. Pengumpulan data menggunakan metode kuesioner, wawancara dan pengamatan, yang dipadukan dengan literature. Kemudian akan direncanakan pemilihan tipe jamban sehat yang tepat dan sesuai dengan kebutuhan masyarakat sehingga masyarakat dapat membangun jamban sehat. Skenario pembiayaan juga dianalisis menggunakan metode analisis SWOT sehingga dapat diketahui dari sumber dana mana yang tepat untuk diberikan kepada masyarakat. Hasil analisis aspek sosial menunjukkan bahwa faktor yang menjadi penghambat warga dalam hal perilaku BABs adalah faktor pengetahuan, faktor lahan, dan faktor ekonomi. Faktor-faktor tersebut merupakan kunci dalam penentuan tipe jamban sehat yang telah disiapkan, sehingga ditentukan pilihan tipe jamban 3-1 karena berdasarkan faktor ekonomi, biaya pembuatannya relatif lebih murah, kemudian dari faktor lahan, hanya memerlukan 1,3 m2, kemudian dari faktor lingkungan, tidak berpotensi ambles atau longsor. Rekomendasi skenario pembiayaan bahwa pendanaan yang berasal dari pemerintah merupakan solusi yang tepat untuk saat ini karena menekankan pada faktor ekonomi.

Open Defecation (OD) behavior is one of the main problems of Total Sanitation
Community Based which is unresolved. It makes the Mayor of Surabaya issued a
circular mayor to immediately realize a clean environment, healthy and towards the
Open Defecation Free (ODF) Village. Gubeng district is one of the districts in Surabaya
located near the center of government. However, based on the reports from Mojo and
Pucang Sewu Community Health Centre there are still 486 Family Head with OD
behavior. This study aims to determine what factors influence the people`s decision to
remain OD behavior.
Collected data used by questionaries, interview and observation method. Then
after the inhibiting factors are known, it will be planned the selection of the appropriate
and healthy latrine in accordance with the needs of the community and answer inhibiting
factors so that people are able to build latrine without any reasons. Financing scenarios
were also analyzed by using SWOT analysis method. Therefore, it can be known which
fund source that appropriate to be given to the public.
The results of social aspect showed that the factor inhibit community in OD
behavior is a factor of knowledge, factor of land, and the economic factor. The inhibiting
factor described earlier is the key in determining the type of healthy latrine that has been
prepared. Therefore, it is suggested to select 3-1 latrine type for its economic factor, the
manufacture cost is relatively cheaper. Then from the land factor, it requires only 1.3
m 2. From the environmental factor, it is required a sufficient depth of septic tank since
most of the location planning is along the riverbank so there will be no sinkhole or
avalanche. Financing scenarios resulted in a recommendation that the funding come
from the government is the right solution for this time being based on the emphasis on
economic factors.
