Abstract

Proyek Grand Dharmahusada Lagoon yang saat ini dalam tahap awal masa konstruksi adalah sebuah proyek pembangunan high rise building di daerah Surabaya Timur. Proyek high rise building membutuhkan struktur fondasi yang kuat untuk menahan beban di atasnya. Letak proyek yang dekat dengan daerah padat penduduk menyebabkan metode pelaksanaan fondasi yang dipilih menggunakan tipe bored pile. Jika tidak terkelola dengan baik pelaksanaannya, pekerjaan bored pile ini sangat berisiko melenceng dari sasaran proyek, dari segi biaya, mutu, maupun waktu dikarenakan kerumitan pelaksanaan konstruksinya.
Analisis risiko ini dibagi menjadi lima tahapan yaitu survei pendahuluan, penetapan range kriteria risiko, survei utama, analisis level risiko dan penentuan respons risiko. Kemungkinan terjadinya risiko dan dampak risiko biaya dan waktu akan diberikan penilaian oleh responden – responden sesuai keahlian bidangnya. Penilaian tersebut didapatkan melalui wawancara menggunakan kuesioner. Analisis risiko dalam penelitian ini dilakukan secara kualitatif menggunakan matriks probabilitas dan dampak risiko. Risiko yang masuk ke dalam level medium dan tinggi akan memerlukan analisis lanjutan berupa penentuan respons risiko.
Dari hasil analisis risiko ini didapatkan risiko teratas yaitu 1 risiko level tinggi terhadap biaya proyek yaitu tertundanya pembayaran progres kerja. Kemudian 4 risiko level medium yang berpengaruh terhadap biaya dan waktu proyek yaitu polusi suara serius pada saat konstruksi, kerusakan peralatan kerja karena kesalahan manusia, perencanaan jadwal dan penganggaran biaya proyek yang tidak tepat, dan peningkatan biaya overhead lapangan. Serta 1 risiko level medium yang hanya berpengaruh pada waktu proyek yaitu tertundanya pembayaran progres kerja dan 5 risiko level medium yang hanya berpengaruh pada biaya proyek yaitu aliran kas yang tidak terkontrol, Bill of Quantity (BOQ); gambar; dan spesifikasi tidak saling berhubungan, metode konstruksi yang tidak tepat, harapan kualitas dan kinerja tinggi, ketidaksesuaian struktur tim manajemen proyek. Penentuan respons terhadap risiko pada level tinggi yaitu dengan meminjam dana terlebih dahulu dari kantor pusat. ======================================================================================================= Grand Dharmahusada Lagoon project, currently in the early phase of construction, a project of high rise building construction in East Surabaya. High rise building projects require a strong foundation structure to withstand loads on it. Project location which is close to densely populated areas caused construction method using bored pile foundation. If the implementation is not managed properly, bored pile is very risky to deviate from the objectives of the project in terms of cost, quality, and time due to the construction complexity implementation.
This analysis divided into five stages, they were preliminary survey; establishment of a range of risk criteria; main survey; level of risk analysis; and risk response planning. Risk probability and impact on time and cost assessed by respondents based on their expertise. The assessment was given on interview using a questionnaire. Risk analysis used in this study was qualitatively using a probability impact matrix. Risks that had medium and high level would need more analysis of response planning.
The result showed top risks, which was 1 high risk affecting cost project, that was: delay in payment of the progress of work. Then 4 medium risks affecting both cost and time project, they were: noise pollution seriously of construction; equipment damage due to human error; schedule planning and budgeting project costs that are not appropriate; and increased costs overhead. Also 1 medium affecting only on project time, that was: delay in payment of the progress of work and 5 medium risk affecting only on project cost, they were: cash flow uncontrolled; Bill of Quantity (BOQ), drawings, and specifications are not interconnected; improper construction methods; the quality expectations and high performance; and the project management team structure mismatch. It also obtained response from every level of medium and high risk It also obtained response for high risk by borrow funds from main office first.
