Abstract
Perum BULOG memiliki tugas penyaluran beras bersubsidi untuk rumah tangga sasaran. Tugas tersebut harus dijalankan secara tepat waktu dan tetap sasaran dalam proses distribusinya. Pengembangan teknologi informasi dapat menunjang berjalannya proses distribusi tersebut. Sistem traceability merupakan sistem yang dapat mengintegrasikan informasi antar elemen yang terlibat dalam proses distribusi RASKIN. Desain sistem traceability yang dilengkapi dengan nomor barcode pada karung dapat mempercepat informasi dan mengurangi kesalahan dalam pengiriman. Data yang di-input-kan ke dalam database akan terekam dan memberikan manfaat dalam rekap laporan dan dapat melakukan penelusuran. Identifikasi aliran informasi yang telah dilakukan akan dirumuskan dalam bahasa unified modelling language (UML). UML yang digunakan untuk mendesain sistem terdiri dari use case diagram, class diagram, activity diagram, dan sequence diagram. Sistem traceability yang telah dirancang, diimplementasikan ke dalam sebuah perangkat lunak dengan berbasis web. Keuntungan adanya sistem traceability dapat dilihat dari analisis manfaat dan benefit cost ratio. Perangkat lunak tersebut diimplementasikan ke dalam proses distribusi RASKIN yang dimulai dari Pemerintah Kota hingga rumah tangga sasaran, dan dapat disimpulkan sistem traceability yang telah dirancang sesuai dengan alur distribusi RASKIN di Surabaya. Dengan adanya sistem traceability RASKIN dapat mengintegrasikan informasi antar elemen yang terlibat dan mengurangi kesalahan dalam pengiriman RASKIN.

Perum Bulog has the obligation to deliver Beras Miskin, or widely known as RASKIN, to the targeted households. RASKIN distribution has to be on time and right on target. Development of information technology can support the distribution process. Traceability system can integrate the information between elements in the distribution process of RASKIN. Traceability system equipped by barcode on the RASKIN can accelerate information and reduce errors in shipping. Inputted data in the database will be recorded and will provide benefits in summarizing the report, and is able to trace the RASKIN. Identification of the information flow will be formulated in the unified modeling language (UML). The UML used to design the system consists of use case diagrams, class diagrams, activity diagrams, and sequence diagrams. Traceability system will be implemented into a web-based software. The advantage of a traceability system can be inferred from the analysis of its benefits and benefit cost ratio. The software is implemented on distribution process RASKIN starting from the Government until the targeted households, and it can be concluded the appropriate traceability system for the RASKIN distribution flow in Surabaya. RASKIN traceability system can integrate information between elements involved and reduce errors in shipping.
