Abstract
Penerapan sistem informasi dan teknologi informasi merupakan investasi jangka
panjang. Investasi tersebut membutuhkan financial yang besar. Tetapi dalam
penerapannya seringkali mengalami kegagalan. Sehingga diperlukan sebuah
perencanaan strategis yang terstruktur. Dinas KOMINFO Kota Malang melakukan
pengembangan teknologi informasi berdasarkan rekomendasi dari vendor. Sehingga
dibutuhkan perencanaan strategis untuk mempersiapkan Dinas KOMINFO Kota Malang
dalam melakukan pengembangan teknologi informasi yang terstruktur untuk
menghindari kerugian financial yang besar. Sehingga memerlukan penyelarasan
kondisi sistem informasi dan teknologi informasi dengan kondisi bisnis di Dinas
KOMINFO Kota Malang.
Saat ini Dinas KOMINFO Kota Malang memiliki gambaran rencana kinerja
selama 5 tahun kedepan. Rencana kinerja yang dimiliki Dinas KOMINFO Kota Malang
belum diiringi dengan perencanaan strategis SI/TI. Karena rencana kinerja Dinas
KOMINFO Kota Malang belum memiliki strategi IT, strategi SI, manajemen
infrastruktur, portofolio aplikasi SI dan TI. Dari permasalahan yang ada, Dinas
KOMINFO Kota Malang perlu membuat perencanaan strategis sistem informasi dan
teknologi informasi. Agar dapat melakukan Penyelarasan IT goal sesuai dengan visi dan
misi Dinas KOMINFO Kota Malang.
Terdapat beberapa metode dalam perencanaan strategis sistem informasi dan
teknologi informasi. Salah satu metodologi yang digunakan pada penelitian ini adalah
metode Ward dan Peppard. Metodologi ini terdiri dari tahapan masukan dan tahapan
keluaran. Tahapan masukan terdiri dari analisis lingkungan eksternal bisnis, analisis
lingkungan internal bisnis, analisis lingkungan internal SI/TI dan analisis lingkungan
eksternal SI/TI. Sedangkan tahapan keluaran terdiri dari strategi SI, strategi manajemen
SI/TI dan strategi TI. Metode analisis yang digunakan terdiri dari analisis PEST,
Porter’s Five Force analisis, analisis Bisnis Strategi, analisis BSC, McFarlan Strategic
Grid analisis, analisis Sumber Daya, analisis Infrastruktur IT, analisis Sarana dan
Prasarana, analisis Tren IT, analisis SWOT, Value Chain analisis, analisis CSF dan
analisis GAP. Hasil penelitian ini memiliki 4 output, yaitu berupa srategi IT yang
direkomendasikan 10 usulan, strategi SI yang direkomendasikan 8 aplikasi baru,
manajemen SI/TI yang direkomendasikan 8 usulan dan portofolio aplikasi SI/TI. Hasil
penelitian ini berupa blueprint perencanaan strategis SI/TI di Dinas KOMINFO Kota
Malang. Dari hasil penelitian diharapkan dapat menjadi acuan bagi Dinas KOMINFO
Kota Malang dalam menerapkan sistem informasi dan teknologi informasi yang sesuai
dengan kondisi bisnis di Dinas KOMINFO Kota Malang.

The implementation of information systems and information technology is a
long-term investment. This investment requires a huge financial support. In fact, the
application is often failed. Therefore, we need a structured strategic planning. The
department of KOMINFO in Malang develops information technology based on the
recommendation of the vendor. Therefore, it needs a strategic planning to prepare
Department of KOMINFO Malang in developing information technology which is
structured in order to avoid large financial losses. As the consequences, it requires
synchronizing the information systems and information technology condition with the
business condition in the Department of KOMINFO Malang.
Currently, the Department of KOMINFO Malang has a picture of the
performance plan for the next 5 years. The plan which is owned by Department of
KOMINFO Malang is not been accompanied by strategic planning of IS / IT because
the performance plan of the Department of KOMINFO Malang not yet have a strategy
for IT, SI strategy, infrastructure management, SI and IT application portfolio. Based on
the existing problems, the Department of KOMINFO Malang needs to make a strategic
planning of information systems and information technology in order to perform the
synchronization of IT goal according to the vision and mission of the Department of
KOMINFO Malang.
There are several methods in the strategic planning of information systems and
information technology. One of the methodologies used in this study is the method of
Ward and Peppard. This methodology consists of input and output stages. Input stages
consist of an external analysis of business environment, internal environment of the
business analysis, internal environment analysis of SI / IT and external environment
analysis of of IS / IT. While the output stages consists of SI strategy, management
strategy of SI / IT and IT strategy. The analysis method used PEST analysis, Porter's
Five Force analysis, the analysis of Business Strategy, BSC analysis, McFarlan
Strategic Grid analysis, the analysis of resources, the analysis of IT Infrastructure,
Infrastructures analysis, analysis of Trends IT, SWOT analysis, value chain analysis,
CSF analysis, and GAP analysis. The results of this study have four outputs, there are in
the form IT strategy recommended 10 proposals, SI strategy 8 new application,
infrastructure management recommended 8 proposals, the application of portfolio SI
and IT. The results of this research is a blueprint for the strategic planning of IS / IT in
the Department KOMINFO Malang. From the findings are expected to be a reference
for the Department of KOMINFO Malang in implementing information systems and
information technology in accordance with the business conditions in the Department of
KOMINFO Malang.
