Abstract

Pada akhir tahun 2011, Institut Pertanian Bogor (IPB) telah mengembangkan Sistem Manajemen Kinerja (SIMAKER) berbasis Balanced Scorecard (BSC). SIMAKER merupakan pedoman bagi setiap unit kerja dan individu untuk mengukur kemajuan dan keberhasilan setiap program dan kegiatan di IPB. Direktorat Administrasi Pendidikan (Dit.AP) dan Kantor Manajemen Mutu (KMM) merupakan unit kerja administrasi di IPB. Dalam menilai upaya Dit.AP dan KMM dalam menjalankan proses bisnis, dibutuhkan Key Performance Indicator (KPI) aktivitas yang dapat mengukur kepatuhan dalam menjalankan proses bisnisnya masing-masing.
Pada penelitian sebelumnya terdapat model ontologi bernama Publish Workflow Ontology (PWO) yang dapat merepresentasikan proses bisnis berupa workflow dan rekaman proses (event logs). Akan tetapi, PWO tidak dapat mendeteksi aktivitas tidak normal yang terjadi pada event logs. Oleh karena itu, penelitian ini mengembangkan Warning Criterion Ontology (WCO) untuk merepresentasikan basis pengetahuan dalam mendeteksi aktivitas tidak normal pada proses bisnis. Hasil pendeteksian aktivitas tidak normal dapat dijadikan atribut penilaian KPI aktivitas “Tingkat kepatuhan dalam melaksanakan Standar Operasional Prosedur (SOP)”.
Penelitian ini terdiri dari dua tahapan, yaitu: tahapan insialisasi dan tahapan utama. Pada tahapan insialisasi, dilakukan integrasi ontologi dan pembobotan setiap kriteria menggunakan metode Analytic Hierarchy Process (AHP). Pada tahapan utama, dilakukan conformance checking menggunakan SPARQL Protocol and RDF Query Language (SPARQL) antara ontologi event logs dengan ontologi SOP. Kemudian dilakukan pengukuran kinerja unit dengan menggunakan rumus pengukuran KPI. Penelitian ini memperoleh nilai akurasi 96.29% berdasarkan perbandingan antara skor hasil penelitian dengan skor penilaian dari pakar. ================================================================================================== At the end of 2011, Institut Pertanian Bogor (IPB) has developed Sistem Manajemen Kinerja (SIMAKER) based on Balanced Scorecard (BSC). SIMAKER is a guideline for each unit and individual to measure the progress and success of each program and activities at IPB. Directorate for Educational Administration and Quality Management Office is a business unit of administration in IPB. To assess the Directorate for Educational Administration and Quality Management Office for efforts in running the business processes, it takes a Key Performance Indicator (KPI) to measure compliance activities in implementing business processes.
In the previous research contained ontology model named Publish Workflow Ontology (PWO) which can represent business processes such as workflow and recording process (event logs). However, PWO cannot detect abnormal activity that occurs in the event logs. Therefore, this research develops Warning Criterion Ontology (WCO) to represent the knowledge base to detect abnormal activity in the business process. Results of detection abnormal activity can be used for assessment attribute to the KPI activity “The level of compliance in the running of Standard Operating Procedure (SOP)”.
The research consisted of two stage: initialization stage and the main stage. In the initialization stage, carried out the integration of ontologies and the weighting of each criterion using the Analytic Hierarchy Process (AHP). On the main stage, conformance checking is done using SPARQL Protocol and RDF Query Language (SPARQL) between event logs ontology with SOP ontology. Then measuring the performance of the unit by using formula KPI measurement. This research obtained a value of 96.29% accuracy based on the comparison between the scores of result with the assessment scores of experts.
