Abstract
Penataan Sel / Cell Planning merupakan proses perencanaan penataan
menara telekomunikasi seluler yang mengacu atau berpedoman pada
KKOP ( Kawasan Keselamatan Operasional Penerbangan ) dan tata ruang
wilayah suatu daerah guna mendapatkan jumlah menara Base Tranceiver
Station (BTS) yang optimal di suatu wilayah. Cara penataan sel dapat
dilakukan berdasarkan perhitungan Power Link Budget (PLB) dan
kebutuhan trafik di suatu wilayah. Android yang merupakan sistem
operasi untuk smartphone yang berbasis Linux. Dimana Android
menyediakan platform terbuka bagi para pengembang buat menciptakan
aplikasi mereka sendiri.
Pada tugas akhir ini dibuat aplikasi berbasis Android yang digunakan
untuk melakukan simulasi cell planning di Indonesia. Dimana aplikasi
tersebut mampu digunakan dalam teknologi GSM dan UMTS.
Hasil pengujian menunjukkan bahwa aplikasi mampu berjalan dengan
baik dan dapat memprediksi jumlah menara yang optimal di suatu daerah.
Selain itu aplikasi juga dapat menampilkan zona-zona blank spot di dalam
peta sehingga memudahkan user dalam melakukan cell planning.

Cell Planning is a process of restructuring plan a cellular
telecommunications tower which refers to or guided by KKOP
(Operational Flight Safety Zone) and the spatial region in order to get the
number of BTS (Base Transceiver Station) which is optimal in the region.
Ways cell arrangement can be done by calculating the Power Link Budget
(PLB) and the traffic needs in the region. Android is an operating system
for smartphones based on Linux where Android provides an open
platform to developers for creating their own applications.
In this thesis made Android-based applications that are used to perform
the simulation cell planning in Indonesia. Where the application is able to
be used in GSM and UMTS technology.
The results show that the application is able to run well and can predict
the optimal number of menaras in the area. In addition, the application
can also display blank spot zones on the map that allows users to perform
cell planning.
