Abstract

Isu-isu lingkungan seperti global warming, waste, serta keterbatasan jumlah
sumber daya alam menjadi pusat perhatian pada akhir dekade ini. Integrasi yang baik
diantara komponen reverse logistics (factory, recycled center, collection center,
disposal center, distribution center), pemerintah sebagai regulator dan konsumen
akan dapat meminimasi permasalahan lingkungan yang ada. Reverse Logistics
(RL) merupakan salah satu metode untuk mengantisipasi permasalahan
lingkungan, meningkatkan keuntungan perusahaan dan menurunkan jumlah
produk yang kembali (return).
Dari disain model RL pada industri elektronika konsumsi dilakukan tiga
proses penilaian yaitu: framework untuk menilai tingkat implementasi RL, Total
Reverse Logistics Cost (TRLC) dan House of Reverse Logistics (HRL). Pada pengujian
framework dilakukan pada tiga industri elektronika konsumsi yaitu PT.PCB, PT.SA dan
PT.GMEI. Hasil dari perhitungan menunjukkan Level Developed (Level 3) untuk PT.
PCB dan Level Managed (Level 2) untuk PT. SA dan GMEI.
Dari hasil pengujian estimasi TRLC telah didapatkan global optimum solution
pada iterasi ke 10.529 dengan total biaya sebesar Rp. 20.433.500,-. Hasil output pada
model matematis menunjukkan bahwa biaya terbesar implementasi RL berasal dari 52%
dari Total Transportation Costs, 27% dari Total Holding Costs Service Center, 36% dari
Total Holding Costs and 12% dari sisa aktivitas lainnya.
Pengujian yang terakhir dilakukan pada House of Reverse Logistics (HRL) yang
didesain untuk mengetahui customer wants and needs dan memperbaiki strategi
perusahaan. Disain HRL diadopsi dari metode House of Quality (HOQ). Hasil dari
pengujian HRL menunjukkan bahwa mekanisme integrasi dengan pihak 3rd Parties
Services (0.20), kolaborasi dengan aktor RL (collection center, recycle center, disposal
center) (0.11), standarisasi mekanisme servis (0.10), dukungan teknologi (0.07), dan
disain sistem informasi manajemen sepanjang pelaku RL (0.07) memiliki kontribusi besar
terhadap kepuasan dan loyalitas konsumen.

The environmental problems with global warming, waste problem, the
limitation numbers of natural resources and strategic to anticipate the end-of-life products
are now being major concerned in a company. Better integration between supply
chain actors (manufacturer, recycled center, collection center, supplier, disposal
center, and distribution center), government as regulator and customer can
minimize the environmental problems. The Reverse Logistics (RL) has been
considered as one strategy to decrease environmental problem, increase company profit
and decrease product return.
This paper proposes three aims among other: design a framework for assessing
the maturity level of the RL implementation, Total Reverse Logistics Cost and House of
Reverse Logistics. First, the RL has been successfully implemented in some companies,
but no clear key performance indicators or parameters are provided. This framework was
designed for providing the information as well as a clear key performance indicator that
are easy to learned and applied. The procedure of assessing this framework was to serve
many companies to measure the level of RL implementation. The result of maturity level
in the implementation of RL for the Indonesian consumer electronics industries on the
level 2 (Managed Level).
Second, the output from mathematical modeling showed that the highest indicator
cost from total implementation reverse logistics costs are 29% from Total Holding Costs
Collection Center, 27% from Total Holding Costs Service Center and the others.
Third, a successful company needs voice of customer (VOC) to give much
information. This information will help the company to focus, improve and coordinate all
organization, including a product design, manufacturing processes and strategic planning
for end-of-life/ end-of-use. The product design should reflect customers’ desires and
tastes. The study aims at recommending a House of Reverse Logistics (HRL) which has
been designed for collecting the voice of customer to maintain the customer satisfaction
and loyalty. The design of HRL was adopted from a House of Quality (HOQ) method.
The practical implication of the methodology was exemplified by an approach from the
help of a case study in the consumers’ electronic industries. The HRL results involving
attending the exhibition, product development (Green Product, Inverter Technology) and
differentiation product are presented
