Abstract
Pengembangan sumber daya teknologi dan sistem informasi yang tepat akan berkontribusi pada akselerasi pengembangan layanan pendidikan, penelitian dan pengabdian masyarakat serta akan berpengaruh terhadap tercapainya sasaran Institut Teknologi Sepuluh Nopember menuju good university governance dan world class university. Dalam memenuhi tujuan dan sasaran Institut Teknologi Sepuluh Nopember tersebut diperlukan adanya perencanaan dan prioritasi kebutuhan teknologi dan sistem informasi yang matang, tanpa adanya perencanaan yang baik maka investasi yang dilakukan dalam pengembangan sumber daya teknologi dan sistem informasi tidak akan memberikan manfaat dalam mendorong tercapainya sasaran Institut Teknologi Sepuluh Nopember. Oleh sebab itu, diperlukan proses pembuatan Portofolio Layanan TI berdasarkan ITIL V3 sebagai langkah untuk memastikan investasi yang dilakukan sesuai dengan kebutuhan dan dapat memberikan manfaat pada bisnis.
IT Service Portfolio pada penelitian ini mengacu pada tahapan Service Strategy dalam kerangka kerja Information Technology Infrastructure Library V3 (ITIL V3). Pengerjaan penelitian ini berfokus pada empat proses utama dalam Service Strategy, yaitu Strategy Management for IT Services untuk mengetahui rencana strategis organisasi dalam bidang teknologi dan sistem informasi, Demand Management untuk mengatahui pola permintaan terhadap layanan dan mengidentifikasi pengguna layanan serta formulasi usulan layanan TI, Financial Management untuk mengetahui estimasi anggaran biaya pengembangan layanan dan analisis keuntungan dari tersedianya layanan, selanjutnya usulan layanan akan di prioritasi berdasarkan pada pertimbangan tahap-tahap sebelumnya, sehingga menghasilkan Portfolio Layanan TI.
Pada penelitian ini dihasilkan daftar layanan TI yang berisikan empat belas daftar layanan TI dari daftar tersebut terdapat lima layanan TI yang masuk ke dalam usulan layanan TI. Usulan layanan TI tersebut akan menjadi rekomendasi dalam prioritasi pengembangan teknologi dan sistem informasi untuk tiga tahun mendatang dan diharapkan dapat membantu Institut Teknologi Sepuluh Nopember dalam menggambarkan layanan TI yang sesuai dengan kebutuhan dan sasaran organisasi.

The development of technology and information systems will contribute to the acceleration of education, research and social services and will affect the achievement of the objectives of the Sepuluh Nopember Institute of Technology towards good university governance and world class university. To complete the aim of the Sepuluh Nopember Institute of Technology, took the planning and prioritization of the needs of technology and information systems mature, without proper planning, investments made in the development of technology and information systems resources will not provide benefit encouraging the achievement of the objectives of the Institute of Technology Sepuluh Nopember. Therefore, the ITIL Portfolio of ITIL V3 services is needed as a step to ensure that investments made in accordance with the needs and can provide benefits to the business.
IT Service Portfolio in this research refers to the stage of Service Strategy within the framework of the Information Technology Infrastructure Library V3 (ITIL V3). This Research has focus in four main processes in Service Strategy, the Strategy Management for IT Services to determine the organization's strategic plan in the field of technology and information systems, Demand Management to know the pattern of demand for services, identify user profiles and the formulation of proposals of IT services, Financial Management to determine the estimated cost of service development expenses and profit analysis of the availability of services, then the proposed service will be prioritized based on the consideration of the previous stages, resulting in the IT Services Portfolio.
In this research, produced a list of IT services which contains fourteen list of IT services, from the list, there are five IT services included in the proposed IT services. The proposed IT services will be a recommendation in prioritizing the development of technology and information systems for the next three years and is expected to assist the Sepuluh Nopember Institute of Technology in describing IT services that meet the needs and objectives of the organization.
