Abstract
Kabupaten Sidoarjo dan Gresik dikenal sebagai daerah industri dengan pergerakan ekonomi yang baik. Banyak sekali pabrik atau pusat industri baik industri kecil maupun industri besar di kedua kabupaten tersebut. Selama ini akses untuk kedua kabupaten melalui jalan nasional. Akan tetapi volume yang terlalu besar serta variasi kendaraan yang lewat membuat jalan akses antara kedua kabupaten tersebut macet. Seiring waktu, volume kendaraan terus meningkat akibat aktivitas ekonomi maupun aktivitas sosial masyarakat di kedua daerah itu. Maka direncanakan jalan tol Krian - Legundi - Bunder - Manyar untuk mengurangi kemacetan.
Tujuan dari tugas akhir ini adalah untuk mengetahui besarnya saving dan kelayakan dari proyek pembangunan jalan tol Krian - Legundi - Bunder - Manyar dari segi ekonomi dan finansial. Analisis kelayakan ditinjau dari segi ekonomi dan finansial yang akan ditentukan berdasarkan nilai benefit cost ratio dan internal rate of return.
Dari hasil perhitungan didapatkan bahwa jalan tol Krian - Legundi - Bunder - Manyar layak untuk dibangun. Untuk kelayakan ekonomi didapatkan nilai EIRR 42,62% dan BCR 35,6844. Serta FIRR maksimum 12,735% dan BCR 5,7608 untuk kelayakan finansial. Sehingga proyek jalan tol Krian - Legundi - Bunder - Manyar layak untuk dibangun baik dari segi ekonomi maupun finansial

Sidoarjo and Gresik are known as industrial area with good economy activity. There are a lot of factory or industrial center of either micro or macro industry in both cities. Access road between these two cities is only by non toll road. But the number of vehicle and the vehicle's variety has made the access road between two cities got jammed. Every year, the vehicle's volume keeps increasing as the result of economy and social activity in both area. Hence to reduce the traffic jam, Krian - Legundi - Bunder - Manyar toll road is planned.
The objective of the study is to compute the amount of vehicle operational cost saving and the feasibility of the Krian - Legundi - Bunder - Manyar toll road economically and financially. The feasibility study is examined economically and financially which is based on the value of benefit cost ratio and internal rate of return.
The result shows that Krian - Legundi - Bunder - Manyar toll road is feasible to be built. for the economic feasibility, the value of Economic Internal Rate of Return is 42.62& and the value of Benefit Cost Ratio is 35,6844. For the financial feasibility, the value of Financial Internal Rate of Return is 12,735% and the value of Benefit Cost Ratio is 5,7608. Therefore, the Krian - Legundi - Bunder - Manyar toll road is feasible to be built.
