Abstract
Bagi organisasi yang memanfaatkan teknologi informasi, melakukan pengukuran kinerja teknologi informasi akan sangat berpengaruh karena hasil pengukuran tersebut dapat menilai kontribusi fungsi TI terhadap pencapaian tujuan organisasi dan akan dijadikan acuan oleh organisasi untuk melakukan perbaikan terhadap kinerja TI yang dimiliki. Insitut Teknologi Surabaya memiliki bagian TI yang bertanggung jawab terhadap pengelolaan teknologi informasi yang digunakan untuk menunjang kegiatan yang dilakukan. Divisi teknologi informasi pada ITS disebut Direktorat Pengembangan Teknologi Sistem Informasi (DPTSI) yang bertugas untuk menyediakan dan mengelola layanan teknologi informasi yang digunakan di lingkungan ITS, meliputi pengelolaan infrastruktur jaringan internet dan akses, pengembangan sistem informasi, pengelolaan data dan pelayanan teknologi sistem informasi untuk mendukung seluruh proses bisnis di ITS dalam rangka membantu ITS mencapai visi misinya.
Sejatinya ITS telah memiliki strategi pengembangan yang berisi sasaran, tujuan, inisiatif strategi, dan juga program kerja Wakil Rektor III selaku pihak yang membawahi DPTSI, yang digunakan sebagai pedoman pengelolaan dan pengembangan TSI di ITS oleh DPTSI ITS. Namun, strategi pengembangan yang ada belum menjelaskan sasaran implementasi teknologi informasi dan keterkaitannya dengan sasaran perguruan tinggi. DPTSI sebagai divisi TI di ITS juga belum memiliki indikator pengukuran yang dapat menilai kontribusi fungsi TI terhadap kegiatan-kegiatan perguruan tinggi untuk pencapaian tujuan organisasi. Sistem penilaian kinerja saat ini terlalu terfokus pada keunggulan operasional, sehingga sulit untuk menentukan apa saja perbaikan yang perlu dilakukan untuk meningkatkan kinerja DPTSI agar dapat berpihak pada kelangsungan organisasi secara jangka panjang. Oleh karena itu, DPTSI memerlukan sebuah perangkat pengukuran kinerja berupa IT Balanced Scorecard yang terdiri dari indikator dan inisiatif strategi yang dibutuhkan, sehingga dapat dipastikan bahwa DPTSI dapat membantu ITS mencapai visi misinya.
Hasil akhir dari penelitian ini adalah IT Balanced Scorecard yang berisi strategi teknologi informasi (TI), key performance indicator, dan inisiatif strategi atau program kerja yang selaras dengan strategi bisnis yang akan menjadi perangkat pengukuran kinerja untuk DPTSI sebagai divisi TI di ITS.
========================================================================================================================For organizations that use information technology, measuring the performance of information technology will be very influential because the results of these measurements can assess the contribution of the IT function to the achievement of organizational goals and will be referred to by the organization to make improvements to the performance of the IT owned. Sepuluh Nopember Institute of Technology have IT department which is responsible for the management of information technology used to support the activities undertaken. Division of information technology at the ITS-called Direktorat Pengembangan Teknologi Sistem Informasi (DPTSI) whose job is to provide and manage the information technology used in ITS, including network infrastructure management internet and access, information sistems development, data management services and information sistems technology to support all business processes in ITS in order to help achieve the vision and mission of ITS.
Indeed ITS already has a development strategy that contains the goals, objectives, strategic initiatives, and also the Vice Rector III program as the party in charge DPTSI, which are used as guidelines for the management and development of TSI in the ITS by the DPTSI ITS. However, the existing development strategy has not explained the goals of information technology implementation and coherence of the target universities. DPTSI as the IT division at ITS also does not have measurement indicators to assess the contribution of the IT function to the activities of the college for the achievement of organizational goals. Performance appraisal sistem is currently too focused on operational excellence, making it difficult to determine what repairs need to be done to improve the performance DPTSI to be in favor of the survival of the organization in the long term. Therefore, DPTSI requires a performance measurement device in the form of IT Balanced Scorecard consists of indicators and strategic initiatives are needed, so it can be ascertained that DPTSI ITS can help achieve the vision and mission.
The end result of this research is the IT Balanced Scorecard that contains the strategy of information technology (IT), key performance indicators, and a strategic initiative or the work programs aligned with business strategy will be a tool for performance measurement DPTSI as the IT division at ITS.
