Abstract
Kabupaten Sidoarjo memiliki potensi dalam kegiatan industri pengolahan yang berperan dalam pengembangan wilayahnya khususnya pembangunan ekonomi. Pada tahun 2015 industri pengolahan memegang peranan ekonomi sebesar 49,46% dengan salah satu sub sektornya yaitu industri kulit, barang dari kulit dan alas kaki yang menyumbang sebesar 1.587.973,1 juta rupiah. Salah satu kawasan yang bergerak dalam industri kulit, barang dari kulit dan alas kaki adalah Kelurahan Kemasan Kecamatan Krian. Namun keberadaan industri alas kaki di Kemasan ini masih lemah dalam aspek pemasaran selain itu terbatasnya modal, pengolahan yang sederhana, kurangnya kemitraan usaha, dan tidak berfungsinya KUB Mojosantren serta kurangnya fasilitas penunjang yang menjadi penghambat berkembangnya industri ini, sehingga dari beberapa masalah tersebut maka diperlukan suatu pendekatan pembangunan untuk mengembangkan potensi lokal yaitu pendekatan pengembangan ekonomi lokal. Penelitian ini bertujuan untuk merumuskan arahan pengembangan sentra industri alas kaki di Kelurahan Kemasan Kecamatan Krian Kabupaten Sidoarjo melalui pendekatan pengembangan ekonomi lokal. Untuk mencapai tujuan penelitian dilakukan tiga tahapan analisis yaitu menentukan faktor yang berpengaruh dalam mendukung pengembangan sentra indutri alas kaki dengan menggunakan metode confirmatory factor analysis, kemudian menentukan prioritas pengembangan sentra industri alas dengan menggunakan metode importance performance analysis dan tahap terakhir yaitu merumuskan arahan pengembangan sentra industri alas kaki di Kelurahan Kemasan Kecamatan Krian melalui pendekatan pengembangan ekonomi lokal dengan metode analisis delphi. Dari hasil penelitian didapatkan faktor-faktor yang menjadi penentu untuk mendukung pengembangan sentra industri alas kaki yaitu ketersediaan bahan baku lokal, jenis bahan baku lokal, asal perolehan bahan baku, jumlah tenaga kerja lokal, kualitas tenaga kerja lokal, jumlah produksi, inovasi produk, teknologi, modal, jaringan jalan, jaringan listrik, persampahan, peran pemerintah, swasta dan masyarakat, koperasi, kerjasama antar stakeholder, permintaan pasar serta strategi pemasaran. Kemudian dari faktor-faktor tersebut dilakukan analisis untuk menghasilkan prioritas pengembangan yang menjadi fokus dan memerlukan perhatian dalam pengembangannya karena kinerjanya rendah dan kondisi saat ini masih belum memuaskan yang kemudian disusun suatu arahan pengembangan yaitu teknologi, koperasi, peran swasta, kerjasama antar stakeholder, permintaan pasar dan strategi pemasaran.

Sidoarjo has potential in processing industry activities that play a role in the development of its territory, especially economic development. In 2015 the processing industry plays an economic role of 49.46% with one of its sub-sectors namely leather industry, leather goods and footwear that accounted for IDR 1,587,973.1 million. One area that is engaged in leather industry, leather goods and footwear is Kemasan Village Krian District. However, the existence of footwear industry in Kemasan is still weak in marketing aspect other than limited capital, simple processing, lack of business partnership, and the lack of functioning KUB Mojosantren and lack of supporting facilities that hamper the development of this industry, so from some of these problems it is necessary a development approach to develop the local potential of local economic development approach. This research aims to determine the direction of the footwear industry development center in Kemasan Village Krian District Sidoarjo through local economic development approach. To achieve the purpose of research conducted three stages of analysis is to determine the factors that influence in supporting the development of footwear industry center using confirmatory factor analysis method, then determine the priority of the development of industrial base center by using the method of importance performance analysis, and the last stage is to formulate the direction of development of footwear industry center in Kemasan Village Krian District through local economic development approach with delphi analysis method. From the research result, the determinant factors to support the development of footwear industry center are the availability of local raw materials, the local raw materials, the origin of raw material acquisition, the number of local labor, the quality of local labor, the number of production, product innovation, technology, capital, road network, power grid, garbage, government, private and community role, cooperative, stakeholder cooperation, market demand and marketing strategy. Then from these factors, the analysis is done to produce the priority of development that become the focus and require attention in its development because its performance is low and condition is still not satisfactory which then compiled a development direction are technology, cooperative, private role, cooperation between stakeholder, market demand and marketing strategies.
