Abstract

Badan Pengembangan dan Pengelola Usaha (BPPU) ITS adalah salah satu unit milik Institut Teknologi Sepuluh Nopember (ITS) yang didirikan untuk mengakomodir perubahan status ITS dari Perguruan Tinggi Negeri Badan Layanan Umum (PTN-BLU) menjadi Perguruan Tinggi Negeri Berbadan Hukum (PTN-BH). Dalam menjalankan tugas pokok, BPPU mengalami kendala berupa kekurangan tenaga kerja karena belum adanya penghitungan jumlah tenaga kerja ideal. Tahap pertama dari penelitian adalah melakukan pemetaan proses bisnis menggunakan IDEF0 dikombinasikan dengan CIMOSA. Setelah itu, dilanjutkan membuat job description dengan melakukan wawancara dari tiap jabatan di BPPU ITS. Selanjutnya digunakan tiga metode untuk melakukan workload analysis, yaitu metode berdasarkan KEP/75/M.PAN/2004, work sampling, dan NASA-TLX. Pada pemetaan proses bisnis, terdapat lima proses manage process, empat jenis core process yang terdiri dari kerjasama aset, kerjasama profesional, unit usaha komersial, dan unit usaha penunjang, serta terdiri dari 14 jenis support process. Setelah itu dilakukan pembentukan job description berdasarkan proses bisnis, lalu dari hasil identifikasi job description, diberikan usulan penambahan jabatan, yaitu Kasubbag Kerjasama Aset, Kasubbag Kerjasama Penunjang, dan Pengadministrasi Umum. Pada metode KEP/75/M.PAN/2004, ditemukan nilai rekomendasi penambahan jumlah pegawai tetap sebanyak 9 pegawai, Kasubbag 2 pegawai, Pengadministrasi Kerjasama 2, Pengadminsitrasi Kerjasama Aset 2, BPP 1 pegawai, dan PDPPK&BT 2 pegawai. Pada metode work sampling dengan baseline di Bulan Mei, didapatkan nilai work sampling yang melebihi allowance 10% pada jabatan front office dan PDPPK&BT, dengan nilai berturut-turut 1,016 dan 0,9581. Pada perhitungan NASA-TLX, didapatkan nilai kategori Tinggi dan Tinggi Sekali, dengan nilai Tinggi Sekali ditemukan pada jabatan Kasubbag Unit Usaha Penunjang dan PDPPK&BT.

In business process mapping, there are five process manage processes, four core process types consisting of asset cooperation, professional cooperation, commercial business unit, and supporting business unit, and consists of 14 types of support process. After that, make job description based on business process, then from the results of job description identification, given the proposed addition of positions, namely Kasubbag Cooperation Assets, Sub-Head of Cooperation Support, and General Administration. In the method of KEP/75/M.PAN/2004, found the recommendation value of the addition of the workforce as much as 9 employees, Subsection 2 employees, Cooperation Administration 2 employees, Administration Asset 2 employees, BPP 1 employee, and PDPPK&BT 2 employees. In the work sampling method with baseline in May, work sampling value exceeding 10% allowance in front office and PDPPK & BT positions with consecutive values 1,016 and 0,9581. In the calculation of NASA-TLX, obtained the value of High and Very High category, with a Very High category found in the office of Sub-Unit Supporting Unit and PDPPK & BT, while others are High category.
