Abstract
Kota Pasuruan merupakan salah satu kawasan pesisir strategis penghasil sumber daya perikanan yang melimpah serta mempunyai jumlah tenaga kerja lapangan usaha perikanan di wilayah Provinsi Jawa Timur yang tinggi. Namun kondisi industri kecil pengolahan hasil perikanan tangkap yang dikelola dalam skala rumah tangga masih tersebar dan tingkat produktivitas mengalami penurunan sehingga diperlukan bentuk pengendalian dan pengembangan unit-unit pengolahan hasil perikanan tangkap di kawasan pesisir Kota Pasuruan. Oleh karena itu, dilakukan penelitian dengan tujuan menentukan lokasi pengembangan sentra industri kecil pengolahan hasil perikanan tangkap di kawasan pesisir Kota Pasuruan.
Penelitian ini dilakukan di 7 (tujuh) kelurahan pesisir Kota Pasuruan dengan 3 (tiga) tahapan. Pertama, mengidentifikasi kontinuitas sumber bahan baku perikanan tangkap di setiap kelurahan dengan analisis deskriptif. Kedua, menentukan bobot faktor-faktor penentuan lokasi sentra industri kecil pengolahan hasil perikanan tangkap di kawasan pesisir Kota Pasuruan dengan teknik analisis kepustakaan dan AHP. Ketiga, menentukan lokasi yang sesuai dengan faktor lokasi sentra industri kecil pengolahan hasil perikanan tangkap di kawasan pesisir Kota Pasuruan dengan menggunakan analisis Overlay dengan fungsi Weighted Sum.
Dari hasil analisis pertama didapatkan tingkat kontinuitas bahan baku di setiap kelurahan. Selanjutnya pada analisis kedua didapatkan pembobotan dari seluruh indikator dan variabel yang akan digunakan sebagai input analisis selanjutnya. Pada tahapan analisis ketiga didapatkan lokasi yang paling sesuai untuk lokasi pengembangan sentra industri kecil pengolahan hasil perikanan tangkap di kawasan pesisir Kota Pasuruan yaitu Kelurahan Panggungrejo dan Ngemplakrejo . Serta alternatif lokasi yang cukup sesuai yaitu Kelurahan Mandaranrejo dan Kelurahan Gadingrejo.

Pasuruan is one strategic area of coastal fisheries resources producing abundant amount of labor and business field of fisheries in the area of East Java province. But the condition of the small-scale industry of fish processing maintained in the scale of households is still scattered and productivity level has decreased so that it takes the form of control and the development of processing unitsof capture fisheries product in coastal area of Pasuruan. Therefore, research is conducted with the purpose of determining the location of the development of small industrial centers processing results in capture fisheries of the coastal area of Pasuruan.
This research was conducted in seven villages of the coastal area of Pasuruan, with three (3) stages. First, identify the continuity of fisheries capture material in each village with a descriptive analysis. Second, determine the weights of the location determination factors for small central industry of fish processing in the coastal area of Pasuruan, with literary analysis techniques and AHP. Third, determine the appropriate location by a location factor for small central industry of fish processing products in coastal area of Pasuruan, using analysis of Overlay with Weighted Sum function.
Results of the first analysis obtained the level of continuity materials in every village. The second analysis was generated the weight from all indicators and variables that will be used as the input of the subsequent analysis. The third stage of the analysis obtained the most suitable location for the small central industry of fish processing in the coastal area of Pasuruan city that is the village Panggungrejo and Ngemplakrejo. As well as an alternate location is quite suitable IE Mandaranrejo Village and Gadingrejo Village.
