Abstract
Kawasan pekrotaan Gresik yang berbasis industri memiliki
permasalahan terhadap kelayakhunian permukimannya. Sehingga
diperlukan penilaian yang terukur terhadap kinerja kelayakhunian
pada permukiman tersebut. Penelitian ini bertujuan untuk menilai
kinerja kelayakhunian permukiman kawasan perkotaan Gresik.
Penilaian kinerja kelayakhunian permukiman kawasan
perkotaan Gresik diawali dengan menentukan kriteria layak huni.
Metode yang digunakan untuk menemukan kriteria layak huni
permukiman kawasan perkotaan Gresik adalah analisis
Confirmatory Factor Analysis (CFA). Tahap berikutnya adalah
penilaian kinerja kelayakhunian permukiman kawasan perkotaan
Gresik berdasarkan kriteria yang telah dihasilkan dengan
menggunakan analisis Importance Performance Analysis (IPA).
Kedua tahap tersebut dilakukan berdasarkan persepsi stakeholder,
yakni masyarakat, pemerintah, dan pihak industri.
Hasil penelitian menunjukkan bahwa terdapat 15 kriteria
layak huni untuk permukiman kawasan perkotaan Gresik. Kriteria
tersebut terbagi menjadi 5 faktor, yakni faktor Fasilitas, faktor
Lingkungan, faktor Utilitas, faktor sosial-ekonomi, dan faktor
Transportasi. Dari ke-15 kriteria tersebut, tidak ada satupun nilai
kinerja kriteria yang sesuai harapan, sehingga dapat dikatakan
bahwa permukiman kawasan perkotaan Gresik masih belum layak
huni. Adapun kriteria yang tergolong dalam kuadran Concentrate
Here (kinerja rendah namun tingkat harapan tinggi) adalah kriteria
Fasilitas Ruang Terbuka Hijau, Jaringan Persampahan, dan
Kualitas Udara. Ketiga kriteria tersebut adalah krietria yang
merupakan prioritas penanganan untuk meningkatkan
kelayakhunian permukiman kawasan perkotaan Gresik.

The industrial-based urban area of Gresik has problems with its
settlement livability. Therefore, a measurable assessment for the
livable performance of the settlement is needed. This research aims
to assess the performance of livabilityof the settlement in Gresik
urban area.
The first step is determining the criteria of livable criteria of the
settlement. Confirmatory Factor Analysis (CFA) is used as method to
find the livable criteria of the settlement. Second step is to assess the
livable performance of theurban settlement of Gresikby using
Importance Performance Analysis (IPA), based onthe criteria that
found in the first step. The entire steps above are from the
stakeholders perspective: inhabitants, government, and the private
sector.
The result of this research shows that there are 15 livable criteria
for the settlement in the Gresik urban area. The criteria divided into 5
factors: facility, environment, utility, socio-economic, and
transportation. Of from the 15 criteria above, none of the
performance criteria value that reach the importance value, so it
canconclude that the settlement in Gresik urban area is not livable
yet. Thus, the criteria classified in quadrant Concentrate Here (low
performance but high importance level) are criteria of green-openspace
facility, solid waste network, and air quality. Those three
criteria are priority in handling to improve the settlement livability in
Gresik urban area.
