Abstract

Berdasarkan data yang disusun oleh KPDT tahun 2015 terdapat 36 desa tertinggal di Kabupaten Bangkalan dengan tingkat rata-rata sebesar 51% (BPS, 2015) sehingga diperlukan pengembangan sektor ekonomi dominan yang ada disana yaitu kegiatan produksi pertanian (pertanian on farm), yang selaras dengan potensi desa tertinggal yang meliputi hasil produksi, luas lahan pertanian yang memadai dengan luasan rata-rata sebesar 76% dari keseluruhan luas wilayah desa tertinggal, dan jumlah tenaga kerja yang memadai dengan rata-rata jumlah rumah tangga yang bekerja di sektor pertanian sebesar 60%.
Untuk menyusun arahan pengembangan desa tertinggal tersebut diperlukan identifikasi karakteristik desa tertinggal dengan analisa scoring, analisa potensi pertanian desa tertinggal dengan analisa DLQ dan SLQ, analisa faktor yang mempengaruhi perkembangan komoditas unggulan dengan analisa CFA, analisa tipologi desa tertinggal berdasarkan perkembangan potensi pertaniannya dengan analisa cluster, serta penyusunan arahan dengan analisa Delphi.
Berdasarkan Hasil analisis, 32 dari 36 desa tertinggal memiliki potensi pertanian on farm dengan komoditas unggulan tanaman pangan yang bisa dikembangkan untuk meningkatkan kesejahteraan masyarakat desa tertinggal melalui pengembangan dan peningkatkan sarana wilayah, potensi fisik, sumber daya manusia, prasarana pertanian, teknologi pertanian, keterkaitan fungsional, kelembagaan, kemitraan dan modal

Based on Ministry of Village, Development of Underdeveloped Area and Transmigration (2015), there are 36 underdeveloped villages in Bangkalan District that are spread over 16 subdistricts from 18 subdistricts, with an average poverty rate of 51%. So that, it is a necessary to develop the dominant economic sector which is on farm agriculture. Development of that sector is also supported by the agricultural potential of underdeveloped villages which includes production, an average of 76% agricultural land area of the total area of underdeveloped villages and average home Ladder working in the agricultural sector by 60%.
To sort the direction of development of underdeveloped villages requires to identify the characteristics of the underdeveloped villages by scoring analysis, an analysis of the agricultural potential of underdeveloped villages with the analysis DLQ and SLQ, analyzes the factors that influence the development of leading commodities the CFA analysis and lagging rural typology analysis and preparation of directives with Delphi.
Based on the results of the analysis, 32 out of 36 underdeveloped villages have on farm agricultural potential with leading commodities of food crops that can be developed. Therefore, it is necessary to develop and improve regional facilities, physical potential, human resources, agricultural infrastructure, agricultural technology, functional linkages, institutions, partnerships and capital to encourage the development of potential villages in Bangkalan
