Abstract
Kota Jakarta merupakan kota terpadat di Indonesia. Sebagai kota terpadat, menyebabkan timbulnya banyak masalah di Ibu Kota Indonesia ini. Jakarta memiliki jumlah penduduk 9.607.787 Jiwa (www.bps.go.id,2010). Masalah yang muncul adalah kemacetan. Apalagi saat di persimpangan, persimpangan adalah salah satu pusat kemacetan di Jakarta. Salah satunya adalah persimpangan Semanggi. Kemacetan di persimpangan semanggi dikarenakan adanya pengantrian kendaraan dari jalan gatot subroto dengan jalan sudirman. Maka dari itu pemerintah DKI Jakarta membangun Interchange yang menghubungkan jalan gatot subroto dengan jalan sudirman. Bagi pengendara dari jalan gatot subroto ke arah slipi menuju jalan sudirman ke arah Blok M bisa langsung melewati Interchange kedua ini tanpa harus mengantri di bawah jembatan Semanggi lagi yang harus mengantri dengan kendaraan yang ingin masuk jalan gatot subroto lagi. Lalu sama pula pengendara yang melalui jalan gatot subroto dari arah cawang menuju jalan sudirman ke arah bundaran HI bisa langsung melewati Interchange kedua ini. Namun pembangunan Interchange Semanggi ini belum tentu menjadi solusi yang paling efektif, oleh karena itu dalam studi ini akan menganalisis KELAYAKAN EKONOMI DAN LALU LINTAS INTERCHANGE SEMANGGI sehingga dapat menjadi koreksi bagi pemerintah untuk dilakukannya proyek ini. Dan untuk menjadi opsi bagi pengguna jalan untuk melalui Interchange ini, apakah melalui jalan tersebut akan lancar atau malah akan terdapat kemacetan yang lebih parah .
Untuk perhitungan Derajat Kejenuhan (DJ) di Interchange Semanggi tersebut dapat diperhitungkan dengan metode – metode yang ada di PKJI 2014. Pada laporan Tugas Akhir ini akan dijelaskan tentang bagaimana kinerja jalan pada kondisi eksisting, peramalan kinerja jalan setelah adanya pembangunan Interchange Semanggi, kemudian dianalisis kelayakan ekonomi dan lalu lintas Interchange tersebut
Dari hasil perhitungan, didapatkan untuk nilai Saving BOK pada tahun 2017 (awal tahun dioperasikan Interchange baru) sebesar Rp 17.000.070.782,- dan Nilai Saving Nilai Waktu sebesar Rp 203.032.567,-. Analisis aspek ekonomi dengan menghitung nilai Benefits Cost Ratio (BCR) didapatkan nilai hasil 1,01 >1 dan nilai Net Present Value (NPV) sebesar Rp 4.927.758.043,- > 0 maka Proyek dianggap LAYAK ditinjau dari aspek ekonomi. Dan hasil derajat kejenuhan setelah proyek turun >30% dari sebelum proyek maka Proyek dianggap LAYAK ditinjau dari aspek lalu lintas. ========================================================= Jakarta is the most populous city in Indonesia. As the most populous city, causing many problems in this capital city of Indonesia. Jakarta has a population about 9.607.787 people (www.bps.go.id,2010). The problem that arises is the traffic jam. Especially when at the intersection, the intersection is one of the congestion center in Jakarta. One of them is the Semanggi Intersection. Traffic jam in Semanggi cause there are intersection between vehicles from Gatot Subroto road with vehicles from Jend.Sudirman road. Therefore the Jakarta government builds a second Interchange. The second interchange connecting Gatot Subroto road with Jend. Sudirman road. For the rider from Gatot Subroto road from Cawang to Jend. Sudirman road towards Blok M can directly pass the second Interchange without having to queue under the Semanggi bridge again..Then for the rider who through the Gatot Subroto road from the direction Cawang to Jend. Sudirman road towards HI can directly pass through this second interchange. But shis interchange Semanggi development is not necessaruly the most effective solution, therefore in this study will analyze ECONOMIC AND TRAFFIC OF INTERCHANGE SEMANGGI so that it can be a correction for the government to do this project. And to be an option for riders to through this interchange, whether through the road will be smooth or even there will be more congestion.
For calculation degree of saturation (DJ) in Interchange Semanggi can be calculated with the methods in PKJI 2014 and MKJI 1997. In this Final Project will explain how the road performance on the existing condition, forecasting road performance after the interchange Semanggi development, then analyzed the economic feasibility and traffic of the interchange.
From the calculation, obtained for Saving BOK value in 2017 (when beginning of the new Interchange operated year) amounting to Rp 17.000.070.782,- and Saving Time Value Rp 203.032.567,-. Analysis of economic aspects by calculating the value of Benefits Cost Ratio (BCR) obtained the value of the results of 1,01>1 and the result of Net Present Value (NPV) is Rp 4.927.758.043,- > 0 then the Prjoect considered WORTH in terms of economic aspects. And result of degree of saturation after project down > 30% from before project then the Project considered WORTH viewed from aspect of traffic.
