Abstract
Koridor Jl.Raya Pondok Kelapa ditetapkan sebagai zona perumahan didalam RDTR dan PZ di BWP Duren Sawit. Dengan keberadaan retail yang berkembang pesat ternyata membuat dampak negatif. dapat dikatakan bahwa RDTR dan PZ sebagai instrumen pengendalian belum mampu mengakomodasi kegiatan retail dengan baik.
Tujuan dari penelitian ini adalah merumuskan matriks pengendalian kegiatan retail pada zona perumahan Pondok Kelapa, Jakarta Timur. Adapun untuk mendapatkan tujuan tersebut terdapat sasaran-sasaran penelitian yaitu Menganalisa karakteristik dan dampak yang ditimbulkan oleh kegiatan retail, Mengindentifikasi kegiatan retail yang berpotensi berkembang pada di zona perumahan, Merumuskan preferensi stakeholder untuk pengaturan kegiatan retail di zona perumahan pada koridor Jalan Raya Pondok Kelapa, dan Merumuskan matriks pengendalian kegiatan retail pada koridor Jalan Raya Pondok Kelapa.
Hasil penelitian menunjukkan bahwa terdapat perbedaan pengendalian pada beberapa jenis kegiatan retail, serta terdapat beberapa jenis kegiatan retail yang belum terakomodasi dalam pengendalian tata ruang yang ada.Kegiatan yang termasuk dalam kategori pemanfaatan yang diizinkan dalam pengaturannya di Koridor Jalan Raya Pondok kelapa adalah ATM, apotik, dan klinik. Kegiatan yang termasuk dalam kategori pemanfaatan yang terbatas dalam pengaturannya di Koridor Jalan Raya Pondok Kelapa adalah minimarket, lembaga keuangan, dan pangkas rambut. Kegiatan yang termasuk dalam kategori pemanfaatan yang bersyarat dalam pengaturannya dalam di Koridor Jalan Raya Pondok kelapa adalah pertokoan, warnet, dan tempat makan. Kegiatan yang termasuk dalam kategori pemanfaatan yang dilarang dalam pengaturannya di Koridor Jalan Raya Pondok kelapa adalah toko elektronik, pusat perbelanjaan, hypermarket, jasa bangunan, perawatan, perbaikan, renovasi barang, toko buku, dan toko handphone.

The Pondok Kelapa Road Corridor is designated as a residential zone within the RDTR and PZ at BWP Duren Sawit. With the existence of a rapidly growing retail turned out to make a negative impact. It can be said that RDTR and PZ as control instruments have not been able to accommodate retail activities.
The purpose of this research is to formulate the controlling matrix of retail activity in residential zone of Pondok Kelapa, East Jakarta. As for getting these goals there are research targets that Analyze the characteristics and impacts caused by retail activities, Identify potential retail activities in the residential zones, Formulate stakeholder preferences for the regulation of retail activities in residential zones on the Jalan Raya Pondok Kelapa corridor, and Formulate a retail controls matrix on the Jalan Raya Pondok Kelapa corridor.
The results showed that there are different controls on some types of retail activities, and there are several types of retail activities that have not been accommodated in the existing spatial control. Activities included in the category of utilization permitted in its arrangement in the Corridor of Jalan Raya Pondok kelapa are ATMs, pharmacies, and clinics. Activities included in the limited utilization category in its arrangement in the Pondok Kelapa Highway Corridor are minimarkets, financial institutions, and barber. Activities included in the category of conditional utilization in its arrangement in the Corridor of Jalan Raya Pondok kelapa are shops, cafés and eating places. Activities included in the category of utilization prohibited in its arrangement in the Corridor of Jalan Raya Pondok kelapa are electronic stores, shopping centers, hypermarkets, building services, maintenance, repair, renovation of goods, bookstores, and handphone.
