Abstract
Apartemen merupakan salah satu pusat pemukiman yang sudah banyak diminati di kota Surabaya, Jawa Timur sebagai kota terbesar kedua di Indonesia. Penyediaan fasilitas parkir di Apartemen yang aman dan nyaman sangat diperlukan seiring dengan meningkatnya kebutuhan properti di kota-kota besar seperti Surabaya yang berimbas pada naiknya pola bangkitan dan meningkatnya jumlah pemilik kendaraan pribadi pengunjung dan penghuni apartemen baik roda dua maupun roda empat. Penanganan masalah diperlukan pengadaan lahan parkir yang mencukupi dan penentuan bentuk pola parkir yang tepat pada lahan parkir yang ada, dimana kebutuhan akan lahan parkir (demand) dan prasarana yang dibutuhkan (supply) haruslah seimbang dan disesuaikan dengan karakteristik perparkiran.
Tujuan penyusunan laporan tugas akhir ini adalah merancang layout lahan atau gedung parkir apartemen yang sesuai dengan kebutuhan, dan juga usulan penyempurnaan peraturan yang berlaku untuk bangunan dengan fungsi rumah susun atau apartemen. Kebutuhan parkir apartemen didapat dengan metode akumulasi maksimum, yang didapat dari survey patroli parkir on-street. Survey dilakukan selama hari efektif dan hari libur.
Dari hasil pengolahan data survei, didapat kebutuhan ruang parkir (KRP) Apartemen Puncak Kertajaya sebesar 733 SRP (mobil) 790 SRP (motor), di Apartemen Dian Regency 171 (mobil) 252 (sepeda motor), dan di Apartemen East Coast Residence 299 (mobil) 149 (motor). Jumlah ini selanjutnya digunakan sebagai jumlah petak minimum yang harus disediakan dalam perancangan layout gedung parkir mobil dan motor apartemen. Proses perancangan lahan dan gedung parkir difokuskan pada kelancaran sirkulasi internal dan eksternal kendaraan.
Dari pengkajian karakteristik parkir dan perancangan layout gedung parkir didapat kesimpulan antara lain: 1) Akumulasi maksimum yang terjadi di kedua lokasi studi pelataran parkir yaitu di Apartemen Puncak kertajaya dan Apartemen Dian Regency lebih besar daripada kapasitas parkir yang ada 2) Karakteristik durasi parkir dari setiap pelataran parkir berbeda-beda dengan kecenderungan long-term parkir berdurasi 8-12 jam; 3) indeks parkir maksimum di masing-masing lokasi studi adalah : di Apartemen Puncak Kertajaya sebesar 137.6% (mobil) 130.78% (motor), di Apartemen Dian Regency sebesar 108.33% (mobil) 164.75% (motor), dan di Apartemen East Coast Residence 71.69% (mobil) 88.24% (motor).; 6) Layout pembukaan lahan parkir dan desain gedung parkir baru yang dirancang berupa gedung berlantai dengan konfigurasi parkir tegak lurus dengan ramp penghubung antar lantai.
Komparasi KRP aktual dengan peraturan KRP yang diberlakukan oleh Pemkot Surabaya, Bedford Borough Council UK dan The City of Houston Texas Government US menunjukkan bahwa KRP aktual melebihi ketentuan Pemkot Surabaya namun lebih rendah dari ketentuan stanndar asing baik dari Amerika Serikat maupun Inggris, sehingga ketentuan parkir lokal (Pemkot Surabaya) perlu disesuaikan lagi.

Indonesia. Provision of parking facilities in safe and comfortable
apartments is needed in line with the increasing needs o

in big cities such as Surabaya which impact on rising pattern of the
rise and increasing number of private vehicle owners of visitors and
occupants of both the two

wheeled apartment.
Handling of the problem requires the provisio
n of adequate parking
space and the determination of the proper form of parking pattern
on the existing parking lot, where the demand for parking space
(demand) and the required infrastructure (supply) must be balanced
and adjusted to the parking character
istics.
The purpose of this final project is to design the layout of
the apartment parking building in accordance with the needs, as
well as proposed refinement of regulations that apply to buildings
with the function of a flat or apartment. The need for p

apartments is obtained by the maximum accumulation method,
which is obtained from the on

street parking patrol survey. Surveys
are carried out during effective days and holidays. From the results
of survey data processing, parking space

by the Surabaya City Government, Bedford Borough Council UK
and The City of Houston Texas Government US indica
tes that the
actual P

exceeds the provisions of the Surabaya City
Government but is lower than the foreign stanndar requirements of
both the United States and the UK, (Pemkot Surabaya) needs to be
adjusted again.
