Abstract
Potensi perikanan di Kabupaten Gresik cukup besar. Hal ini dapat dilihat dari hasil produksi perikanan pada kurun tahun 2012 – 2015 yang hampir selalu meningkat. Pada tahun 2012 memperoleh 100.027,32 ton kemudian pada 2013 meningkat menjadi 118.541,51 ton. Namun di tahun 2014 mengalami penurunan sehingga hanya mendapat 113.464,18 ton. Dan di tahun 2015 meningkat lagi dengan mencapai 141.932,2 ton. Jumlah tersebut merupakan total produksi hasil perikanan. Baik dari perikanan tangkap maupun budidaya. Kecamatan Ujungpangkah, Sangkapura, dan Gresik merupakan daerah nelayan terbesar di Kabupaten Gresik Selama ini sebaran industri kecil perikanan di Kabupaten Gresik kurang merata. Yang terbanyak ada di Kecamatan Panceng dan Ujungpangkah. Tiga di kecamatan Panceng dan Dua di kecamatan Ujungpangkah. Industri tesebut berupa pengasinan dan pengasapan ikan. Lokasinya yang bergabung dengan permukiman warga membuat limbah yang dihasilkan cukup mengganggu lingkungan.
Tujuan dari penelitian ini adalah menentukan kriteria-kriteria yang menjadi prioritas dalam penentuan lokasi industri kecil perikanan di Kabupaten Gresik. Untuk mencapai tujuan penelitian ini dilakukan dua tahapan analisis, yang pertama adalah menentukan kriteria-kriteria yang menjadi pertimbangan dalam penentuan lokasi industri kecil perikanan di Kabupaten Gresik.dengan menggunakan metode analisis deskriptif. Kemudian dilanjutkan dengan menentukan kriteria-kritera yang menjadi prioritas berdasarkan preferensi tiga stakeholder utama, pemerintah, masyarakat dan pelaku usaha. Proses analisa yang kedua ini menggunakan metode AHP (Analytical Hierarchy Process) dengan dibantu oleh software Expert Choice 11.
Berdasarkan hasil penelitian menunjukkan bahwa terdapat lima kriteria yang menjadi pertimbangan dalam menentukan lokasi industri kecil perikanan di Kabupaten Gresik. Yaitu, bahan baku, pasar, tenaga kerja, infrastruktur dan kesesuaian lahan. Dari kelima kriteria tersebut yang menempati prioritas pertama dalam penentuan lokasi industri kecil perikanan di Kabupaten Gresik adalah kriteria bahan baku, disusul kemudian oleh kriteria infrastruktur, tenaga kerja, pasar dan prioritas terakhir adalah kriteria kesesuaian lahan.

The most are in Panceng and Ujungpangkah Subdistricts. Three in Panceng and two sub-districts in Ujungpangkah sub-district. The industry is salting and fuming fish. Its location that joined the settlement made the waste generated enough to disturb the environment
The purpose of this research is to determine criteria that become priority in determining location of small fisheries industry in Gresik Regency. To achieve the purpose of this study conducted two stages of analysis, the first is to determine the criteria to be considered in determining the location of small fishing industry in Gresik Regency. Using descriptive analysis method. It then proceeds to determine criteria that are prioritized based on the preferences of the three main stakeholders, government, community and business actors. The second analytical process uses the AHP (Analytical Hierarchy Process) method with the help of Expert Choice 11 software
Based on the results of the research indicate that there are five criteria to be considered in determining the location of small industry of fishery in Gresik Regency, which is, raw materials, markets, labor, infrastructure and land suitability. Of the five criteria that occupy the first priority in determining the location of small scale fishery industry in Gresik Regency is the criterion of raw materials, followed by the criteria of infrastructure, labor, market and the last priority is the land suitability criteria.
