Abstract
Pertumbuhan penduduk di dalam kota Surabaya yang semakin tahun semakin mmeningkat, menyebabkan meningkat pula perpindahan masyarakat untuk berkegiatan. Namun hal tersebut belum didukung dengan moda transportasi umum yang memadai. Pemerintah Kota Surabaya terdorong untuk merencanakan Angkutan Massal Cepat (AMP) yaitu SUrotram dan Boyorail. Dalam beroperasinya AMP moda Surotram memiliki dampak berkurangnya kapasitas jalan eksisting. Kondisi ini dapat membuat jalanan semakin padat. Oleh Karena itu butuh diterapkannya Traffic Demand Management berupa ERP sebagai pembatas volume kendaraan, khususnya diruas Jalan Embong Malang.
Tugas akhir ini dalam pelaksanaan diawali dengan mencari presentase perpindahan pengguna jalan terhadap moda trem dan jalan berbayar. Lalu, menganalisis kondisi jalan eksisting setiap ruas yang ditinjau. Setelah itu dilanjutkan dengan analisis kelayakan ekonomi dengan meninjau Biaya operasional Kendaraan (BOK) metode Jasa Marga.
Dari hasil perhitungan dan analisis karakteristik lalu lintas without project dan with project. Kondisi jalan Embong Malang dan Basuki Rahmat mengalami penurunan volume yang menyebabkan derajat kejenuhan (DJ) dijalan tersebut sangat baik disbanding kondisi without project. Sedangkan untuk analisis kelayakan dari segi ekonomi menunjukan BCR sebesar 6,4 (BCR>1) dan untuk NPV sebesar Rp 491,470,689,114 (NPV > 0). Sehingga penerapan Electronic Road Pricing (ERP) pada Jalan Embong Malang dapat dinyatakan layak dari aspek ekonomi dan menguntungkan masyarakat.

The growth of population in Surabaya city is increasingly every year, it causing the increased in the movement of society activities. However, this has not been supported by adequate public transportation. The Surabaya City Government is encouraged to plan the Mass Rapid Transit (AMP) of Surotram and Boyorail. In the operation of Surotram, has made the impact of reducing capacity existing road. This condition can make the road more surfeited. Therefore, it needs the implementation of Traffic Demand Management in the form of ERP as a limitation of vehicle volume, especially in Jalan Embong Malang.
This final project began with moving probability percentage analysis of the road users that will move to tram and ERP. Then, analyze the existing road condition of each segment. After that, proceed with the economic feasibility analysis by reviewing Vehicle Operational Cost (BOK) with method by Jasa Marga.
The calculation and analysis of traffic characteristics for all roads reviewed in this final project showed with the condition without project or with project. The condition of Jalan Embong Malang and Basuki Rahmat decreased the volume which caused the degree of saturation (DJ) on the road is very good compared to the condition without project. While for economic feasibility analysis showed BCR equal to 6,4 (BCR> 1) and for NPV equal to Rp 491,470,689,114 (NPV> 0). So the implementation of Electronic Road Pricing (ERP) on Jalan Embong Malang can be declared feasible from the economic aspect and give benefit to surabaya society.
