Abstract
Salah satu sasaran pembangunan di Pemerintah Daerah adalah percepatan pembangunan infrastruktur daerah, hal ini dijabarkan dalam program dan kegiatan tahunan oleh Dinas Pekerjaan Umum dengan bentuk pelaksanaan proyek konstruksi. Pejabat Pembuat Komitmen (PPK) selaku pejabat yang bertanggungjawab atas kegiatan pelaksanaan proyek konstruksi seringkali dihadapkan dengan permasalahan jumlah paket pekerjaan yang kadang lebih dari 50 (lima puluh) paket pekerjaan konstruksi yang diistilahkan disini sebagai “Multi Proyek Konstruksi”. Sistem Informasi Monitoring Proyek (SIMPRO) telah coba diterapkan oleh PPK pada Bidang Tatabangunan dan Pengawasan Dinas Pekerjaan Umum Kabupaten Gresik pada tahun 2015, yang ternyata kurang dimanfaatkan karena banyak kebutuhan stakeholder yang tidak terakomodasi oleh SIMPRO. Tujuan penelitian ini adalah melakukan pengembangan desain sistem dari SIMPRO yang diharapkan sesuai dengan kebutuhan PPK dan stakeholder yang terlibat sebagai alat monitoring dan pengendalian multi proyek konstruksi.
Untuk mencapai tujuan penelitan, peneliti menggunakan metode House of Quality (HoQ) yang mempunyai kemampuan unik menerjemahkan permintaan pengguna ke dalam persyaratan teknis. Penelitian ini diawali dengan mengidentifikasi keinginan/kebutuhan stakeholder melalui wawancara terkait software sistem yang akan dikembangkan. Hasil wawancara kemudian dikelompokkan dan diuraikan menjadi “atribut customer requirements” untuk kemudian dikuisionerkan nilai tingkat “penting” dari atribut-atribut tersebut. Hasil pembobotan disimpulkan bahwa semua atribut customer requirements dianggap penting dengan rentang total score 123-171. Kemudian dibuatlah “respon teknis” (functional requirements) untuk setiap customer requirement dan dianalisis menggunakan HoQ yang hasil akhirnya adalah bobot relative importance dari 36 (tiga puluh enam) functional requirements tertinggi 6,42 persen dan terendah 1,24 persen dengan 5 (lima) urutan bobot tertinggi adalah 4,78 persen-6,42 persen.
Hasil functional requirements dipakai acuan untuk mendesain prototype software yang dikembangkan dan kemudian divalidasi oleh PPK dan stakeholder melalui forum group discussion. Hasil validasi menunjukkan bahwa prototype software dianggap dapat memenuhi kebutuhan mereka untuk monitoring dan pengendalian multi proyek konstruksi dan dapat dilanjutkan pengembangannya.

One of the development objects in Local Government is the acceleration
of local infrastructure development which is described in the program and annual
activities by the Public Works Department in the form of construction project
implementation. The Commitment Officer (PPK) as the officer who is responsible
for the construction project implementation is often faced with the number of work
packages problem that are sometimes more than 50 (fifty) packages, termed as
"Multi Construction Projects". The Project Monitoring Information System
(SIMPRO) has been implemented by PPK on the Development and Control of
Gresik Public Works Department in 2015, which is in fact underutilized due to
many stakeholder needs that were not accommodated by SIMPRO. The purpose of
this research is to develop system design from SIMPRO which is expected in
accordance with the needs of PPK and stakeholders who involved as a monitoring
and controlling tool for multi construction projects.
To achieve the research objectives, researchers used House of Quality
(HoQ) method that has unique ability to translate user requests into technical
requirements. This research began by identifying stakeholder needs through
interviews related to system software that will be developed. The result of interview
were afterward grouped and described as "customer requirement attributes" and
then made "important" level values of those attributes as a questionnaire. The
quality result concluded that all customer requirements attributes were considered
important with the total score range at 123-171. A “technical response” (functional
requirements) is then made for each customer requirement and analyzed using HoQ
with the final result was 6.42 percent as the highest and 1.24 percent as the lowest
of relative importance from 36 (thirty six) functional requirements with 5 (five)
highest score were 4.78 percent-6.42 percent.
The result of functional requirements is used as reference for designing
prototype software then developed and validated by PPK and stakeholder through
forum group discussion. Validation results indicate that prototype software is
considered to meet their needs for monitoring and controlling multi construction
projects and can continue its development.
