Abstract
Dalam perencanaan kerja seringkali timbul masalah - masalah operasional yang menghambat aktivitas penyelesaian suatu proyek seperti kurangnya sumber daya, alokasi sumber daya yang tidak tepat, keterlambatan pelaksanaan proyek dan masalah-masalah lainnya diluar jadual dalam rencana kerja. Begitu juga yang terjadi pada Proyek Pembangunan Mall ABC mengalami masalah dalam operasional. Keterlambatan proyek dapat berasal dari penyedia jasa maupun dari pengguna jasa maupun pihak lain. Maka dari itu tesis ini bertujuan untuk menganalisa faktor penyebab keterlambatan penyelesaian proyek pembangunan Mall ABC. Metode yang dipakai dalam menganalisa masalah pada proyek ini adalah House of Risk yang berfungsi untuk menganalisa data penyebab keterlambatan. Dari hasil lima delay event, tiga belas delay agent yang kemudian dicari nilai Aggregat Delay Potensial ( ADP ) untuk menentukan tiga masalah utama yang menyebabkan keterlambatan pada proyek ini. Berdasarkan analisis dengan menggunakan metode House of Risk ( HOR ), ditemukan bahwa tiga penyebab utama keterlambatan pembangunan Mall ABC adalah adanya perubahan gambar, kurang koordinasi oleh owner, dan adanya penambahan lingkup kerja. tiga permasalahan tersebut bisa diminimalis dengan cara melakukan komunikasi dan koordinasi yang baik dengan owner, membuat prosedur pembuatan dan perubahan gambar, membuat check list yang komprehensif.

In the work plan there are often operational problems that hinder the completion of a project such as lack of resources, improper resource allocation, delays in project implementation and other issues beyond the schedule in the work plan. The same happened to the ABC Mall Development Project experiencing operational problems. Project delays may come from service providers as well as from users of services or other parties. Therefore this thesis aims to analyze the factors causing the delay in completion of the ABC Mall development project. The method used in analyzing the problem in this project is House of Risk which serves to analyze data of cause of delay. From the result of five delay events, thirteen delay agents are then searched Aggregat Delay Potential ( ADP ) value to determine three main problems causing delays in this project. Based on the analysis using the House of Risk ( HOR ) method, found that the three main causes of the delay of Mall development is the design changes, lack of coordination by the owner, and addition the scope of work. These three problems can be minimized by making good communication and coordination with the owner, creating procedures for making and changing pictures, creating a comprehensive check list.
