Abstract

Seiring kebijakan pemerintah yang memberikan peluang bagi sektor swasta dalam bisnis penyedian tenaga listrik melalui UU No.30 tahun 2009 dan Rencana Industri Pembangunan Industri Nasional (RIPIN) yang membentuk kawasan industri serta ekonomi khusus, unit organisasi PLN yang menjadi garda terdepan adalah bidang distribusi khususnya PT PLN (Persero) Distribusi Jawa Timur. Pengembangan Organisasi merupakan cara yang tepat mencapai efektivitas organisasi yang lebih tinggi. Penelitian ini bertujuan memperoleh pola struktur organisasi PT PLN (Persero) Distribusi Jawa Timur berupa enrichment pada break down struktur organisasi existing maupun penambahan unsur yang baru pada struktur induk melalui pendekatan internal dan eksternal dengan menerapkan blue ocean strategy kemudian melakukan quantitative judgment menggunakan metode AHP ( Analytical Hierarchy Proces ). Sebagai hasil dari perhitungan AHP dari prespektif internal maupun eksternal yang telah diintervensi oleh penerapan kanvas strategi pada blue ocean strategy, breakdown organisasi existing yang terbentuk pada divisi Asman Pelayanan dan Administrasi meliputi Marketing Intelligence, Key Account Management, Sharing Resource Team, Geografis kelistrikan team. Sedangan divisi Jaringan meliputi Tim Flikrs.

In line with government policies that provide opportunities for the private sector in electricity supply business through Law No.30 of 2009 and Industrial Industrial Development Plan of the National (RIPIN) that establish industrial area and special economy, PLN organizational unit that became the front guard is the distribution field especially PT PLN (Persero) Distribution East Java. Organizational development is a great way to achieve higher organizational effectiveness .The purpose of this research is to obtain the organizational structure of PT PLN (Persero) Distribution of East Java in the form of enrichment on break down of existing organizational structure and the addition of new elements to the parent structure through internal and external approach by applying the blue ocean strategy and then perform quantitative judgment using AHP (Analytical Hierarchy Proces). As a result of AHP calculations from both internal and external perspectives that have been intervened by the application of strategy canvas on the blue ocean strategy breakdown of existing organizations formed in the Division of Asman Services and Administration include Marketing Intelligence, Key Account Management, Sharing Resource Team, Geographic electrical team. The Network division consists of the Flikrs Team.
