Abstract
Jumlah armada pelra pada tahun 2010 mencapai 2.418 unit, hingga tahun 2015 mencapai 1.329 unit. Penurunan armada disebabkan oleh menurunnya muatan, dari tahun 2011 hingga 2015 rata-rata penurunan muatan pertahun yaitu 10% dengan jumlah muatan di tahun 2015 yaitu 74.720 ton. Tugas Akhir ini membahas mengenai pengukuran kinerja operasional pada pelayaran rakyat. Studi kasus kota tujuan yang digunakan sebagai penelitian yaitu kota Bima dengan jumlah 4 perusahaan dan 14 armada pelra, Benete dengan jumlah 2 perusahaan dan 3 armada pelra, Pemenang hanya 1 perusahaan dan 2 armada pelra, Banjarmasin dengan jumlah 2 perusahaan dan 6 armada pelra, Batu Licin dengan jumlah 2 perusahaan dan 4 armada pelra, dan Rampa Cengal hanya 1 perusahaan dan 2 armada pelra. Umur ekonomis armada pelra diasumsikan yaitu 25 tahun. Peramalan dilakukan pada muatan pelra pada tiap armada berdasarkan PDRB tiap daerah tujuan. Perhitungan profitabilitas berdasarkan hasil dari sensitivitas kinerja operasional dalam bentuk kecepatan pelayaran, dan kecepatan bongkar muat, yakni dalam keadaan normal dengan kecepatan 6 knot dan jumlah kuli 10 orang. Penilaian dilakukan terhadap perusahaan pelra dengan metode normalisasi data yang menghasilkan PT. Samudera Buana Persada merupakan perusahaan dengan nilai tertinggi dari tahun 2011 hingga tahun 2024.

Total traditional vessels in Indonesia reached 2.418 units, and increased up to 1.329 units in 2015. The decline is caused by the decreasing number of cargoes from 2011 to 2015 with an average reduction of 10% of annual charge in 2015, which are 74.720 tonnes. This Final Research discusses the measurement of operational performance on traditional shippings. The destination case of this research are four companies and 14 traditional vessels in Bima, two companies and three traditional vessels in Benete, a company and two traditional vessels in Pemenang town, two companies and six traditional vessels in Banjarmasin, two companies and four traditional vessels in Batu Licin, and a company and two traditional vessels in Rampa Cengal. The vessel’s life time is assumed to be 25 years old. Forecasting of vessel load factors based on the growth of GRDP of destination area. Each scenario’s profitability calculated by the results of the sensitivity of operating performance in the form of cruise with speed six knots in under normal circumtances and ten number of porters. Finally by using the data normalization methods, it concluses that PT. Samudera Buana Persada is the company with the highest score from 2011 to 2024.
