Abstract

Pertumbuhan pangsa pasar offshore support vessel (OSV) menurut DPP Indonesian National Ship Owners’ Association (INSA) diprediksi naik 10% setiap tahunnya disusul dengan rencana pengembangan 18 lapangan migas oleh SKK Migas, membuat permintaan supply vessel sebagai pengangkut utama permintaan logistik anjungan lepas pantai juga meningkat. Sayangnya, peningkatan permintaan ini belum diimbangi dengan perencanaan penugasan kapal yang optimum oleh beberapa ship planner. Tujuan dari penelitian ini membentuk model penjadwalan operasi supply vessel dengan pertimbangan efisiensi biaya dan waktu. Metode yang digunakan yaitu model optimasi linear programming (LP) dengan bantuan solver dari Gnumeric. Batasan dalam model adalah pengiriman untuk satu jenis muatan (dalam mini container 8ft) per trip. Model dibuat dalam dua skenario yaitu sesuai dengan kontrak (model tertutup) dan tidak menyesuaikan kontrak (model terbuka). Kondisi yang ada di PT. X Balikpapan, pemilihan kapal dipertimbangkan berdasarkan jenis muatan, volume muatan dan tujuan pelayaran. Sehingga biaya dan waktu beroperasi kapal belum tentu optimum. Hasil analisis 10 supply vessel milik PT. X, utilitas rata-rata kapal per tahun dalam mengangkut muatan tertentu pada model tertutup adalah 17,3% dan model terbuka sebesar 16,2%. Analisis total biaya seluruh supply vessel dengan model tertutup adalah Rp. 51.540.224.012,- dan model terbuka Rp. 43.693.881.849,- per tahunnya. Hasil sensitivitas untuk model tertutup feasible hingga alternatif ke-4 (mengalihkan empat kapal dengan utilitas terendah), sedangkan untuk model terbuka yaitu alternatif ke-7. Pada alternatif ke-4 dengan model tertutup menghasilkan utilitas rata-rata 28,4% dan total biaya Rp. 38.968.278.915,- per tahun, sedangkan pada alternatif ke-7 dengan model terbuka menghasilkan utilitas rata-rata 24,6% dan total biaya sebesar Rp. 20.620.796.656,- per tahunnya. =================================================================
The growth of offshore support vessel (OSV) market share according to DPP of Indonesian National Ship Owners' Association (INSA) is predicted to increase by 10% every year, followed by the development plan of 18 oil and gas fields by SKK Migas, making the needs for supply vessel as the main logistic transporter are also increasing. Unfortunately, this growth in demand is not proportionate with the optimum ship planning of several company ship planners. The purpose of this research is to form a scheduling model of supply vessel operation with minimum cost and time efficiency. The method used for this research is a linear programming optimization model (LP) with the help of the solver from Gnumeric spreadsheet. The constraint on this scheduling model is delivery of one type of payload (with mini container 8ft) per trip. The model is made in two scenarios, when the assignment is in accordance with the contract (closed model) and when it does not adjust the contract (open model). The conditions that exist on PT. X Balikpapan, vessel assignment is based on the type of cargo, the volume of payload and the destination of the voyage. So, the cost and time of vessel operation is not certainly optimum. The result of the analysis of 10 supply vessels owned by PT. X, the average utility of vessels per year in transporting several types of cargo on closed model is 17.3% while in open model is 16.2%. The total cost analysis of all supply vessels with closed model is IDR 51,540,224,012 and with the open model yielding a total cost of IDR 43,693,881,849 per year. The sensitivity analysis for closed model feasible up to alternative-4 (diverting 4 vessels with the lowest utility), while for the open model is alternative-7. An alternative-4 with closed model produces ship utilisation of 28.4% and total cost IDR 38,968,278,915 per year, whereas for alternative-7 with open model yields average utility 24.6% and total cost equal to IDR 20,620,796,656 per year.
