Abstract

Pelabuhan Tanjung Perak yang terletak di Surabaya, Jawa Timur, merupakan pelabuhan yang besar dan mempunyai aktifitas pelayaran terpadat ke dua setelah pelabuhan Tanjung Priok, Jakarta. Akan tetapi di Pelabuhan Tanjung Perak Surabaya belum mempunyai kapal patroli laut (Marine disaster prevention Ships) dan reaksi cepat dalam menangani kecelakaan laut sangat penting untuk keselamatan maritim. Sedangkan menurut peraturan perundang-undangan RI nomor 32 tahun 2014 tentang kelautan menyebutkan bahwa untuk menjamin keselamatan kelautan, fasilitas kepelabuhanan, termasuk fasilitas lingkungan dan pencegahan pencemaran lingkungan harus tersedia. Untuk mengatasi permasalahan tersebut, dirancanglah kapal marine disaster prevention untuk mengawasi, menangani, dan mencegah pencemaran laut di area pelabuhan tanjung perak, surabaya. Proses desain kapal marine disaster prevention (Marine disaster prevention Ships) diawali dengan menentukan payload lalu mencari ukuran utama yang optimum dari Marine disaster prevention Ships (MDPS). Setelah didapatkan ukuran utama dan memenuhi persyaratan yang diminta kemudian dilanjutkan dengan pembuatan Rencana Garis,Rencana Umum, dan Pemodelan 3D. Dari proses desain ini didapat ukuran Marine Disaster Prevention Ships (MDPS) yang optimal; Lpp = 58,10 m, B =9,73 m, H = 4.72 m, T= 3,21 m dan dengan estimasi biaya pembangunan $4.296.871,42 atau setara dengan Rp57.393.311.509,-.

The Port of Tanjung Perak, located in Surabaya, East Java, is a large port and has the second most densely shipping activity after the port of Tanjung Priok, Jakarta. However, in Tanjung Perak Port, Surabaya has not had a Marine disaster prevention ships and the quick reaction in dealing with marine accidents is very important for maritime safety. Meanwhile, according to the legislation of the Republic of Indonesia number 32 of 2014 about maritime that to ensure marine safety, port facilities including environmental facilities and the prevention of environmental pollution should be available. To solve these problems, marine disaster prevention ships was designed to supervise, handle and prevent marine pollution in the port area of Tanjung Perak, Surabaya. The marine disaster prevention ships design process begins by determining the payload and then searching for the optimum main dimension of Marine disaster prevention Ships (MDPS). After the main size is obtained and meet the requested requirements, then proceed with the making of Line Plan, General Plan, and 3D Modeling. From this design process the optimal size of Marine Disaster Prevention Ships (MDPS); Lpp = 58.10 m, B = 9.73 m, H = 4.72 m, T = 3.21 m and the estimated cost of construction is $ 4,296,871,42 or equivalent to Rp57,393,311,509.
