Abstract
Kondisi mantap (ukuran kinerja) pemeliharaan jalan tahun 2014 Balai
Besar Pelaksanaan Jalan Nasional (BBPJN) V Surabaya dituntun untuk mencapai.
sebesar 92%. Besarnya target kinerja menuntut kondisi peralatan pemeliharaan
yang baik. Kondisi tersebut bertolak belakang dengan kondisi peralatan pada
BBPJN V Surabaya menunjukan bahwa hanya terdapat 45.3 % kondisi peralatan
baik sedangkan lainnya rusak ringan dan rusak berat. Sehingga salah satu cara untuk
mengatasinya adalah melaksanakan pengadaan peralatan berat. Metode
pelaksanaan pelelangan yang diadakan yang sudah dilakukan sebelumnya
menggunakan sistem gugur dimana kriteria umur ekonomis, biaya operasional, dan
biaya perawatan belum masuk didalam evaluasi..
Metode penelitian menggunakan Life Cycle Cost (LCC) yang digunakan
adalah menilai alternatif peralatan dengan mengidentifikasi biaya-biaya yang
muncul pada penggunaan peralatan pemeliharaan rutin jalan di SKPD Jatim.
Pengambilan data dilakukan dengan wawancara terstruktur untuk menentukan
prioritas pekerjaan dan peralatan yang digunakan. Biaya yang muncul pada
peralatan diidentifikasi selama selang waktu 10 tahun dari nilai pembelian hingga
penghapusan.
Hasil penelitian ini didapatkan 2 alternatif fleet peralatan yaitu alternatif 1
adalah fleet dengan Vibrating Roller dan alternatif 2 dengan Baby Roller. Alternatif
terbaik dari nilai LCC keduanya didapatkan alternatif 2 merupakan alternatif
terbaik baik dari segi biaya pembelian maupun nilai LCC. Dari uji sensitifitas
alternatif 2 menjadi tidak layak saat terjadi perubahan kurs dollar nilai kurs sebesar
-7.6 %, perubahan harga BBM sebesar 25,4 %. Dan perubahan jam operasional
sebesar 8.5 %.

Mantap condition (performance measures) of road maintenance in Balai
Besar Pelaksanaan Jalan Nasional (BBPJN) V Surabaya led to achieve. by 92% in
2014. The amount of performance targets requires proper maintenance of
equipment condition. The condition is contrary to the condition of the equipment
on BBPJN V Surabaya showed that only 45.3% are good equipment condition while
others were slightly damaged and severely damaged. So one way to handle it is to
carry out the procurement of heavy equipment. Methods of implementation auction
held has been done before using knockdown system where economic life of criteria,
operational costs, and maintenance costs have not been entered in the evaluation.
Life Cycle Cost (LCC) is used to assess alternative equipment to identify
costs that arise in the use of routine road maintenance equipment in SKPD Jawa
Timur. Data were collected by a structured interview to determine the priority of
the work and the equipment used. Costs incurred on equipment identified during an
interval of 10 years from the value of the purchase until decomposition.
The results of this study present the two alternative which are alternative
1 by using Vibrating Roller and alternative 2 by using Baby Roller. The best
alternative from both LCC value obtained alternative 2 is the best alternative in
terms of both the cost of purchasing and LCC value. Result of sensitivity test of
alternative 2 being not feasible when there is a change rate of the dollar exchange
rate of -7.6%, changes in fuel prices by 25.4%. And changes in the operating hours
of 8.5%.
