Abstract
Tingginya kebutuhan gula di Jawa Timur berdampak pada
besarnya penyediaan bahan baku yang dibutuhkan untuk
memenuhi produksi sional. Kebutuhan nasional konsumsi gula
pada tahun 2014 mencapai 5,7 juta ton, dengan alokasi 2,96 juta
ton untuk konsumsi langsung masyarakat dan 2,74 juta ton untuk
keperluan agroindustri. Sedangkan Bojonegoro sendiri memiliki
kontribusi sekitar 1068 Ha lahan tebu , dengan target tahun 2014
mencapai 2500 Ha. Selain itu Kabupaten Bojonegoro juga
memasuki peringkat tiga besar penghasil tebu dari 30 Kabupaten
di Jawa Timur. Dari potensi tersebut RTRW Kabupaten
Bojonegoro mengarahkan komoditas tebu sebagai komoditas
utama pengembangan agroindustri.
Penelitian ini bertujuan untuk mendapatkan faktor yang
mempengaruhi pengembangan agroindustri.. Untuk
pengembangkan agroindustri sesuai dengan RTRW, diperlukan
terlebih dahulu identifikasi faktor yang mempengaruhi
perkembangan agroindustri. berbasis komoditas tebu. Metode
yang digunakan adalah metode kualitatif, yang menjelaskan
arahan yang sesuai dengan karakteristik kawasan berdasarkan
kawasan basis tebu serta faktor yang mempengaruhi
pengembangan kawasan strategis agro berdasarkan wawancara
masyarakat yang terlibat langsung sebagai pengelolah. Kemudian
hasil dari penelitian ini dapat menjadi kebenaran umum dan
sebagai arahan pengembangan berdasarkan faktor yang
mempengaruhi pengembangan agroindustri tebu khususnya di
Kabupaten Bojonegoro.
Dari hasil analisa LQ dan SSA telah diperoleh beberapa
kecamatan basis tebu yang mampu berkembang secara progresif.
Sedangkan melalui analisa konten diperoleh faktor yang
mempengaruhi pengembangan agro tebu di Kabupaten
Bojonegoro.

The high demand for sugar in East Java affected the amount
of supply of raw materials needed to meet production sional.
National needs of sugar consumption in 2014 reached 5.7
million tons, with an allocation of 2.96 million tons for direct
consumption society and 2.74 million tons for agroindustrial
purposes. While Bojonegoro itself had contributed
approximately 1068 hectares of sugarcane fields, with a
target of 2014 to 2500 hectares. In addition Bojonegoro also
entered the top three producers of sugar cane from the 30
districts in East Java. From that potencies, RTRW of
Bojonegoro directed the commodities of sugar cane as agro
strategic regional development.
This study aimed to get the factors that influenced the
development of agro. Because of developing agro accordance
with the RTRW, identifying the factors that influence the
development of commodity-based sugarcane region was firstly
needed. This research was conducted using qualitative
methods that described the direction corresponding to the
characteristics of the sugar cane region by region basis as
well as factors that influence the development of strategic
areas of agro based community ventures directly involved as
developer. Then the results of this study could be a general
truth and as the direction of development based on factors
that influenced the development of sugar cane agro-industry,
especially in Bojonegoro.
From the analysis of LQ and SSA had obtained several cane
base districts that was able to grow progressively. Whereas
through content analysis obtained by factors affecting the
development of agro sugarcane in Bojonegoro.
