Abstract
Sebuah organisasi proyek konstruksi membutuhkan seorang pemimpin
yang handal untuk mengatur pelaksanaan proyek konstruksi tersebut, dan
pemimpin tersebut di sebut manajer proyek atau project manager. Adapun secara
umum tugas-tugas dari seorang project manager konstruksi antara lain adalah
menyusun anggaran pelaksanaan proyek, mengkoordisaikan sub kontraktor,
melakukan komunikasi dengan pemilik proyek, melakukan kontrol dibidang
kwalitas, waktu dan biaya proyek, mencari peluang-peluang proyek konstruksi
(marketing) dan menjaga keslamatan dan kesehatan kerja (safety).
Kompetensi yang diperoleh project manager adalah penggabungan antara
pengetahuan serta ketrampilan yang dikembangkan melalui pekerjaan. Untuk
identifikasi kriteria/objektif kompetensi seorang project manager digunakan
Metoda Delphi sehingga sesuai dengan nilai-nilai (value) yang terdapat pada
perusahaan tersebut. Kriteria/objektif yang di peroleh dengan Metoda Delphi
selanjutnya dipergunakan sebagai masukan dan data awal bagi penyusunan elemenelemen
matriks perbandingan berpasangan pada pendekatan AHP. Berkaitan
dengan kriteria-kriteria kompetensi project manager yang digunakan masih
terdapat ketidakpastian (uncertainty) dan ketidaktepatan (imprecision) maka
sebagai usulan dalam penelitian ini digunakan integrasi metoda pengambilan
keputusan dengan menggunakan Delphi fuzzy-AHP untuk menghitung score bobot
alternatif project manager sesuai dengan kriteria kompetensi pengetahuan dan
ketrampilannya.
Dari penelitian ini diperoleh bobot kriteria terbesar untuk kompetensi
pengetahuan dan ketrampilan adalah ketrampilan manajerial dan ketrampilan
teknis. Untuk alternatif manajer proyek dengan score tertinggi berdasarkan
perhitungan bobot crisp Fuzzy-AHP adalah alternatif manajer proyek DN.

A construction project organizations need a reliable leader to oversee the
implementation of the construction project, and the leaders called the project
manager or project manager. The general duties of a construction project manager,
among others, is preparing the budget of the project, arrangement sub-contractors,
to communicate with the owner of the project, to control the field of quality, time
and cost of the project, looking for opportunities for construction projects
(marketing) and keep health and safety enviroment.
Competencies acquired a project manager is the combination of
knowledge and skills developed through work. To identify criteria / objective
competence a project manager used the Delphi method to match the values is
contained in the company. Criteria / objectives are achieved with Delphi method
shall be used as input for the preparation and initial data elements pairwise
comparison matrices on AHP approach. In connection with the criteria used
competency project manager still there is uncertainty and imprecision then as
proposed in this study used the integration of decision-making method using Delphi
AHP-fuzzy.
From this research, the greatest weight to the criteria of competence
knowledge and skills are managerial skills and technical skills. For alternative
project manager with the highest score based on the calculation of weights crisp
AHP-fuzzy is an alternative project manager DN.
