Abstract

Menteri Kelautan dan Perikanan, Susi Pudjiastuti mengeluarkan peraturan pelarangan
transhipment melalui Peraturan Menteri no. 57 Tahun 2014. Peraturan ini menunjukan
komitmennya melawan Illegal, Unreported and Unregulated Fishing (IUU) di Indonesia
yang merugikan negara hingga 110 Triliun Rupiah per tahun. Namun demikian, peraturan ini
mendapatkan respon negatif dari para pelaku usaha perikanan dan para nelayan. Oleh karena
itu dibutuhkan solusi untuk menjembatani dua kepentingan tersebut; pemerintah yang
menginginkan pengawasan yang ketat demi menghindari praktik illegal fishing dan juga para
pelaku industri yang menghendaki efisiensi biaya operasional. Pelabuhan Perikanan Apung
(PPA) merupakan salah satu alternatif solusi yang cukup efektif. Karena meningkatkan
pengawasan pada wilayah tertentu dan sekaligus menjadi pengganti transhipment bagi para
pelaku bisnis perikanan. Isu harvest-losses pun dapat ditanggulangi. Accomodation Barge
digunakan sebagai referensi desain. Dengan menggunakan metode desain kapal, didapatkan
ukuran utama PPA dengan Lpp: 74 m, B: 21 m, H: 6 m, T: 4.2 m dan daya tampung ikan
selama 10 hari sebesar 1645 ton. Fasilitas ini mampu meningkatkan kehadiran pemerintah di
laut dalam menegakan regulasinya.

Susi Pudjiastuti, The Minister of Kelautan dan Perikanan Indonesia have just announced her
new regulation for banning transhipment process through Peraturan Menteri no. 57 Tahun
2014. This regulation have existed to show her commitment againts Illegal, Unreported and
Unregulated Fishing (IUU) in Indonesia that made national tax losses above 110 billion
Rupiah a year. Somehow, this regulation had negative responses from fisheries and
industries. Base on that situation, the alternative solutions were needed to unite the
differences interest between the government and fisheries. Floating Fishery Port (PPA) is
one of effective solution for. Its can improve the effective supervision of government on the
sea and allow the fisheries and industries press their oprational cost with transhipment
subtituted by PPA . The harvest losses issues can be solved as well. Accomodation Barge is
imitated for making PPA. Using design method of ship, obtained the main dimensions of
PPA. Lpp: 74 m, B: 21m, H: 6 m, T: 4.2 m and can store 1645 Ton of fish about 10 days.
