Abstract

Kondisi arus lalu lintas pada ruas Bts. Kota Rembang – Bulu (Bts. Provinsi Jawa Timur) semakin meningkat, mengingat ruas tersebut termasuk ruas jalan lintas pantai utara Jawa yang menunjang arus transportasi barang dan jasa untuk regional dan nasional. Pembangunan jalan lingkar Lasem – Rembang bertujuan untuk memecah kepadatan lalu lintas pada jalan lintas pantai utara Jawa sehingga pergerakan ekonomi barang dan jasa menjadi optimal. Studi kelayakan ini bertujuan akhir untuk mengetahui pembangunan jalan lingkar Lasem – Rembang layak untuk dibangun dari segi ekonomi. Metode pengolahan data berupa analisa manfaat dan biaya dimana berupa manfaat langsung dan tidak langsung, untuk biaya berupa biaya konstruksi, biaya pemeliharaan rutin dan biaya pemeliharaan berkala. Pada tugas akhir ini telah menemukan hasil kelayakan ekonomi yang layak dimana Benefit Cost Rasio 2,6 > 1, Net Present Value Rp 1.958.913.389.695 > 0, Economic Internal Rate Of Return (EIRR) 35,65% > MARR (6,79%), Analisis Kepekaan (Sensitivity Analysis) yang ditinjau dari biaya pembangunan dan pertumbuhan lalu lintas.

Traffic flow condition on Bts. Kota Rembang – Bulu (East Java Province) segment is increasing, considering that segment includes the north coastal road of Jawa that supports the transportation flow of goods and services for regional and national. The development of Lasem – Rembang ring road has an aims to break up the trafic density on the north coast road so that the movement of the goods and services economy becomes optimal. At the end, this feasibility study has an objection to know the development of Lasem – Rembang ring road is feasible to be built in economic terms. Data processing methods in the form of benefit and cost analysis where the form of direct and indirect benefits, for the cost is divided as construction costs, routine maintenance costs and periodic maintenance costs. This final project has found the economic feasibility result that feasible and the Benefit Cost Rasio 2,6 > 1, Net Present Value Rp 1.958.913.389.695 > 0 , Economic Internal Rate Of Return (EIRR) 35,65% > MARR (6,79%), Sensitivity Analysis in terms of development costs and traffic growth.
