Abstract
Pabrik Gula Jatiroto Lumajang adalah sebuah pabrik yang memproduksi gula dalam negeri. PG Jatiroto Lumajang dinaungi oleh PT Perkebunan Nusantara XI. Pabrik ini memiliki bagian AK&U yang berperan dalam pengadaan bahan baku. Bahan baku produksi gula terdiri dari bahan baku utama dan bahan pembantu. Bahan pembantu yang termasuk dalam pengadaan barang lokal adalah kapur tohor. Berdasarkan hasil penilaian terhadap supplier dari tahun 2012 hingga 2016, nilai supplier cenderung mengalami penurunan. Hal tersebut dapat disebabkan kinerja supplier terpilih kurang baik. Sebelum terpilihnya supplier, diadakan proses lelang. Dalam pemilihan supplier peserta lelang¸ kemungkinan terdapat kriteria yang perlu ditambahkan. Tim pengadaan sudah memiliki persyaratan dan spesifikasi teknis pengadaan barang dalam pelelangan dan pemilihan pemenang umumnya berdasarkan harga terendah. Penelitian yang dilakukan adalah mengidentifikasi kriteria yang perlu ditambahkan dalam perumusan persyaratan dan spesifikasi teknis peserta lelang. Kriteria yang penting berdasarkan hasil penelitian adalah kriteria kualitas, kriteria pengiriman, kriteria sikap, kriteria fasilitas produksi dan kapasitas, serta kriteria kedaan finansial. Metode yang digunakan dalam penentuan bobot kriteria adalah Analytical Hierarchy Process. Berdasarkan metode Analytical Hierarchy Process, kriteria yang memiliki bobot kepentingan tertinggi adalah kriteria fasilitas produksi dan kapasitas dengan nilai 0.331 sedangkan kriteria yang memiliki bobot kepentingan terendah adalah kriteria sikap dengan nilai 0.121. Pada persyaratan dan spesifikasi teknis yang perlu diusulkan, perlu ditambahkan syarat peserta lelang memiliki kinerja yang baik dan berpengalaman dalam memasok pabrik gula serta sanggup mengganti batu kapur yang tidak larut jika dispersitas kapur kurang dari 90% dengan batas minimum sesuai kesepakatan.

Jatiroto Lumajang Sugar Factory is a factory that produces sugar in the country. PG Jatiroto Lumajang shaded by PT Perkebunan Nusantara XI. This factory has an AK & U section that plays a role in raw material procurement. Sugar production raw materials consist of main raw materials and auxiliary materials. Auxiliary materials included in the procurement of local goods are calcium oxide. Based on the assessment of suppliers from 2012 to 2016, the value of suppliers tend to decrease. This may be due to poor supplier performance. Prior to the selection of suppliers, auction process was held. In the selection of suppliers of auction participants¸ there may be criteria that need to be added. The procurement team already has the requirements and technical specifications of procurement of goods in the auction and the selection of winners is generally based on the lowest price. The research undertaken is to identify criteria that need to be added in the formulation of technical requirements and technical specifications of bidders. Important criteria based on research results are quality criteria, delivery criteria, attitude criteria, production facility criteria and capacity, and financial criteria. The method used in determining the criteria weight is Analytical Hierarchy Process. Based on Analytical Hierarchy Process method, criteria that have the highest importance weight are the criteria of production facilities and capacity with the value of 0.331 while the criteria that have the lowest importance weight is the attitude criterion with the value of 0.121. In terms of technical requirements and specifications that need to be proposed, it is necessary to add the requirements of the tender participants to have good performance and experience in supplying the sugar factory and able to replace the insoluble calcium oxide stone if the dispersity less than 90% with minimum limit based on the deal.
