Abstract

Perkembangan kabupaten kendal yang cukup pesat merupakan keberhasilan program pembangunan yang telah dilakukan pemerintah untuk meningkatkan standard hidup penduduk kabupaten kendal. Perkembangan kota berkaitan erat dengan pertambahan penduduk dan peningkatan kualitas hidup yang akan membawa konsekuensi pada peningkatan kebutuhan pelayanan jalan dan sistem transportasi. Kabupaten kendal juga memiliki angka kecelakaan yang cukup tinggi. Seringnya terjadi kecelakaan di daerah-daerah atau jalan tertentu di Kabupaten Kendal membuat perlunya dilakukan audit terhadap jalan tersebut. Karena kecelakaan terjadi memiliki banyak faktor, diantaranya kelalaian pengguna jalan, ketidakpatuhan pengguna jalan, dan kondisi infrastruktur jalan yang kurang baik ataupun kondisi lingkungan yang kurang mendukung.
Berdasarkan permasalahan tersebut, maka dilakukan analisa mengenai kecelakaan lalu lintas. Tujuan utama dari Tugas Akhir ini adalah untuk mengetahui ruas-ruas jalan yang rawan terjadi kecelakaan dengan menggunakan metode z-score, angka kecelakaan dari tiap tingkat keparahan korban menggunakan metode Angka Kecelakaan(Accident Rate) dan mengetahui besaran kerugian yang diakibatkan oleh kecelakaan menggunakan metode The Gross Output(Human Capital), dan dapat mengetahui keinginan masyarakat Kabupaten Kendal untuk mencegah terjadinya kecelakaan pada diri mereka sendiri menggunakan program bantu SPSS.
Dari hasil analisis memperlihatkan bahwa angka kecelakaan tertinggi pada tahun 2014 sampai 2016 untuk kelas meninggal dunia, luka berat, dan luka ringan adalah jalan Raya Cepiring dengan angka kecelakaan sebesar 0,49 orang per satu juta kendaraan kilometer, sedangkan untuk kelas luka berat sebesar 1,86 orang per satu juta kendaraan kilometer, dan untuk korban kelas luka ringan sebesar 0,08 orang per satu juta kendaraan kilometer. Daerah rawan kecelakaan (Black Site) dengan nilai terbesar terdapat pada ruas jalan Raya Cepiring, dengan nilai Z-Score selama 3 tahun sebesar 2,92 dan nilai Z-Score pada tahun terakhir sebesar 2,25. Total biaya korban kecelakaan berdasarkan metode gross output human capital pada 12 ruas jalan di Kabupaten Kendal adalah pada tahun 2014 sebesar Rp 42.371.443.270,00- ,untuk tahun 2015 sebesar Rp 46.086.625.598,00- , dan tahun 2016 sebesar Rp 61.115.707.956,00-. Keinginan masyarakat Kabupaten Kendal untuk mengeluarkan biaya tambahan guna mencegah terjadinya kecelakaan pada diri mereka dengan biaya rata – rata adalah sebesar Rp 35.515,00-.

The rapid development of the district of kendal is the success of the development program that the government has undertaken to improve the living standard of the district inhabitants. The development of the city is closely linked to population growth and improved quality of life that will have consequences on increasing the need for road services and transportation systems. Kendal district also has a fairly high accident rate. The frequent occurrence of accidents in certain areas or roads in Kendal Regency made the need for an audit of the road. Because accidents happen to have many factors, including negligence of road users, non-compliance of road users, and poor road infrastructure conditions or adverse environmental conditions.
Based on these problems, then conducted an analysis of traffic accidents. The main objective of this Final Project is to identify the accident-prone road segments by using the z-score method, the accident rate of each severity of the victim using the Accident Rate method and know the amount of losses caused by the accident using The method Gross Output (Human Capital), and can know the wishes of the people of Kendal District to prevent the occurrence of accidents on themselves using the SPSS aids program.
From the analysis results show that the highest number of accidents in 2014 to 2016 for the class died, serious injuries, and minor injuries are Cepiring road with the accident rate of 0.49

Total cost of casualty victims based on the gross output method of human capital on 12 road segments in Kendal Regency is Rp 42,371,443,270.00 in 2014, for the year 2015 amounting to Rp 46,086,625,598,00-, and in 2016 amounting to Rp 61,115,707,956 , 00-. The desire of the people of Kendal Regency to pay additional costs to prevent accidents on their own with the average cost is Rp 35,515.00-.
