Abstract

Konsumsi listrik dalam kurun waktu tahun 2000-2016 mengalami pertumbuhan rata-rata 6.8% per tahun. Pada laporan RUPTL PLN 2017-2026 dilaporkan bahwa terdapat rencana pengembangan 50 PLTG/MG untuk wilayah Indonesia Bagian Tengah yaitu Kalimantan, Sulawesi, dan Nusa Tenggara. Pembangunan tersebut dimaksudkan untuk memenuhi kebutuhan listrik yang semakin meningkat di wilayah tersebut. Secara nasional, penambahan 1 unit infrastruktur listrik berpengaruh sebesar 0,83% terhadap pertumbuhan ekonomi. Dengan adanya pembangunan pembangkit di Indonesia Bagian Tengah maka harus didukung dengan adanya terminal penerima yang akan diletakkan di Makassar. Pada studi ini terdapat dua permasalahan yaitu pemilihan tipe terminal penerima LNG yang mana hub ini akan diletakkan di Makassar, dan melakukan proses optimasi desain distribusi dari terminal penerima LNG hingga ke masing-masing pembangkit yang ada di wilayah Indonesia Bagian Tengah. Proses pemilihan tipe terminal penerima LNG akan dilakukan dengan metode Analytical Hierarchy Process dan Preference Ranking Organization Method for Enrichment Evaluations (AHP-PROMETHEE), pembobotan dilakukan dengan menggunakan metode AHP yang selanjutnya dilakukan perankingan menggunakan PROMETHEE. Dengan kedua metode tersebut didapatkan bahwa konsep FSRU terpilih untuk diterapkan pada terminal penerima LNG di Makassar. Desain distribusi LNG dari Makassar ke 10 pembangkit di Indonesia Bagian Tengah dilakukan dengan memilih rute-rute yang memberikan total biaya yang minimal. Terdapat tiga komponen biaya yang dipertimbangkan dalam pemilihan rute tersebut diantaranya adalah biaya tranportasi (biaya sewa kapal mini LNG dan biaya bahan bakar), biaya infrastruktur jetty, dan biaya tangki penyimpanan LNG di pembangkit. Terdapat tiga langkah dalam pemilihan rute yang optimal ini yaitu 1) menyusun seluruh rute tunggal (single route), 2) mengkombinasikan rute tunggal yang telah dihasilkan pada langkah sebelumnya menjadi rute jamak (multiple route), sedangkan langkah ketiga adalah memilih kombinasi rute baik rute tunggal maupun rute jamak yang memberikan biaya yang optimal (minimal) dengan menggunakan metode Set Partitioning Problem (SPP). Pada kasus dimana LNG didistribusikan dari terminal di Makassar ke 10 pembangkit yang lokasinya tersebar di Indonesia Bagian Tengah, SPP memberikan solusi optimal diperoleh dengan mengoperasikan dua buah kapal mini LNG dengan kapasitas masing-masing 10.000 m3 dan 1100 m3. ==

Consumption of electricity in Indonesia from the year 2000 to 2016 are increasing with an average of 6.8% per year. From the RUPTL-PLN report, it is reported that there are some plans to develop 50 PLTG/ MG for some regions in the Central part of Indonesia namely Kalimantan, Sulawesi and Nusa Tenggara region. The development is intended to fulfill the increasing demand for electricity in that region. Nationally, the addition of 1 unit of electricity infrastructure has an effect of 0.83% on economic growth. With the development of power plants in Central part of Indonesia, it must be supported by the receiver terminal that will be placed in Makassar. There are two scopes in this study, the first one is for selecting the types of LNG receiving terminal which will be placed in Makassar, and the second one is optimizing the design of LNG distribution from the LNG receiving terminals to each plant in the Central part of Indonesia. Selecting process of the types of LNG receiving terminal will be done using a combined method called Analytical Hierarchy Process and Preference Ranking Method Method for Enrichment Evaluations (AHP-PROMETHEE). The weighting process will be done by using AHP, and the ranking process will be done by using PROMETHEE. With that combined method, it can be concluded that FSRU was chosen to be applied as LNG receiving terminal in Makassar. The design of LNG distribution from Makassar to 10 power plants in Central Part of Indonesia is done by selecting routes that give a minimal total cost. There are three cost components to be considered in the selection of routes, such as transportation costs (charter cost of mini LNG vessel including their fuel costs), jetty infrastructure costs, and LNG storage tank costs at the power plant. There are three stages in the selection of these optimal routes: 1) all single routes construction, 2) combining the single routes generated in the previous step into multiple routes, while the third stage is to choose combination of routes either single routes or multiple routes that give optimal cost (minimal) by using Set Partitioning Problem (SPP) method. In cases where LNG is distributed from Makassar's terminal to 10 power stations located in Central Part of Indonesia, the SPP provides the optimal solution by operating two LNG mini boats with capacities of 10,000 m3 and 1100 m3 respectively.
