Abstract
Setiap 5 tahun sekali institusi pemerintahan diwajibkan untuk membuat dokumen perencanaan pengembangan TIK mereka. Mengenai hal tersebut dalam membuat perencanaan pengembangan TIK sebaiknya institusi pemerintahan perlu mengikuti terhadap panduan yang ada. Karena selain sebagai harmonisasi antar institusi, penggunaan panduan merupakan best practice karena telah disusun dengan batasan permasalahan yang sesuai.
Maka dari itu tugas akhir ini berfokus untuk menganalisis apakah dokumen perencaan pengembangan TIK pada kalangan institusi sekarang sudah sesuai dengan panduan yang ada. Metode yang digunakan adalah dengan mempelajari panduan umum tata kelola teknologi informasi dan komunikasi nasional, sehingga mendapatkan 5 komponen perencanaan. Dimana nantinya akan dibuatkan perangkat pengujian. Perangkat tersebut bersama dengan 5 komponen perencanan nantinya akan dijadikan acuan untuk menentukan apakah sebuah dokumen perencaan pengembangan TIK institusi pemerintah telah sesuai. Setelah proses tersebut maka akan mendapatkan hasil berupa analisis kelengkapan/kesesuain dokumen terhadap 5 komponen perencaan yaitu arsitektur informasi, arsitektur aplikasi, arsitektur infrastruktur, organisasi dan manajemen, pendekatan dan roadmpan implementasi. Nantinya dari hasil analisis akan muncul beberapa rekomendasi/evaluasi yang akan diberikan penulis terhadap kekurangaan/kelengkapan dokumen perencanaan strategis TIK institusi pemerintahan berdarkan best practice, peraturan, ataupun framework yang ada.
=============== Every 5 years’ government institutions are required to prepare their own ICT development planning documents. Based on the above, in preparing the ICT development planning document, government institutions should follow the guidelines. Besides being a harmonization of inter-institutional documents, the use of guidance is a best practice, since it has been prepared on the basis of appropriate issues.
Therefore, this final project focuses on analyzing whether the planning documents of ICT development in government institutions are now in accordance with existing guidelines. The method used in this final project is to study the general guidance of governance of information technology and national communication, so that it can get a theoretical base, in the form of 5 planning components which will become a testing tool. This will be used as a reference to determine whether a document for planning ICT development in government institutions is in accordance with the guidelines. After the process is complete it will get results in the form of an analysis of the completeness / suitability of documents against the 5 components of the planning. The five components of the plan are information architecture, application architecture, infrastructure architecture, organization and management, approach and roadmap implementation. Later from the results of the analysis will appear some recommendations / evaluations to be provided by the authors against the lack of documents planning ICT development in government institutions. Recommendations / evaluations given are based on best practices, rules, or existing frameworks.
