Abstract

Preventive maintemance (PM) merupakan salah satu metode pemeliharaan pada manajemen aset Pembangkit listrik PLTU batubara yang berperan menghilangkan penyebab kerusakan atau indikasi yang mengarah ke kerusakan,
untuk menghindari kerusakan lebih lanjut. Pelaksana
an PM menuntut ketaatan terhadap jadwal, waktu,durasi,
task, resource, pengisian reporting, evaluasi dan peningkatan yang berkelanjutan. Kendala-kendala yang muncul akan menyebabkan munculnya corrective maintenance (CM) yang merupakan tipe pemeliharaan tidak terencana. Indikasi kemunculan masalah terlihat dari frekuensi CM yang tinggi pada ruang lingkup PM dan kualitas PM yang rendah
ditunjukkan dengan tingkat compliance pelaksanaan PM masih dibawah standar. Kendala-kendala tersebut akan ditangani secara proaktif dengan menggunakan pendekatan metode manajemen risiko. Identifikasi kendala dilakukan dengan pemodelan fungsi berbasis proses Computer Integrated Manufacturing Open Sistem Architecture
(CIMOSA) pada alur proses bisnis PM dan struktur identifikasi risiko Supply Chain Risk Identification System (SCRIS) digunakan untuk memetakan masalah, akar
masalah dan korelasinya. Penilaian prioritas dan penyusunan strategi penanganan akar masalah secara proaktif dilakukan dengan pendekatan metode House of Risk(HOR) yang dimodifikasi, sehingga langkah penanganan yang disusun dapat mengurangi beberapa permasalahan akibat akar masalah terkait. Hasil analisis HOR-1 yang melibatkan 50 masasalah dan 44 akar masalah menghasilkan 15 akar masalah terpilih dan analisis HOR-2 yang melibatkan 8 usulan strategi penanganan proaktif menghasilkan 3 strategi untuk meningkatkan efektifitas PM yaitu:
optimalisasi transformation agent, optimalisasi walk around dan aplikasi monitoring PM korporat. Pelaksanaan masing-masing strategi penanganan dalam mendukung peningkatan efektifitas PM dapat di bantu dengan aplikasi sebagai metode monitoring dan evaluasi. ============================================================================================================
Preventive Maintenance (PM) is one method of planned maintenance in asset management that play the role of eliminating the cause of damage or indication that leads to damage, in order to avoid further damage. PM implementation requires compliance with schedule, time, duration, task, resource, filling reporting, evaluation and continuous improvement. This obstacles will cause existing of corrective maintenance (CM) which categorized as unplanned maintenance type. In one of power generation plant at North Java Indonesia the indication of obstacles occurrence can be seen from high CM frequency in PM scope and low PM quality shown with PM implementation compliance level still under standard. These constraints will be minimized by mitigating with risk management method approach. Obstacles identification is performed by process based function modeling with Computer Integrated Manufacturing Open Systems Architecture (CIMOSA) on the PM business process flow. Supply Chain Risk Identification System (SCRIS) risk structure identification used for mapping obstacles, root cause and it’s correlation Prioritizing and root causes solving strategies is carried out proactively use by modified House of Risk (HOR) method, thereby arranged solving step can reduce some problems from the associated root cause. HOR-1 analysis involved 50 obstacles and 44 root causes resulted in 15 chosen root causes and HOR-2 involve 8 proactive solving strategies resulted in 3 strategies to improve PM effectiveness, that are: transformation agent optimization, walk around optimization as a monitoring and evaluation method.
