Abstract
Kampung Praban sebagai salah satu kampung historis yang terdapat di Kota Surabaya saat ini mulai mengalami perubahan yang tidak sejalan dengan kaidah pelestarian sebagai dampak dari adanya modernisasi perkotaan. Oleh sebab itu, dibutuhkan adanya upaya pencegahan untuk tetap melestarikan bangunan-bangunan bersejarah di Kampung Praban tersebut, yakni dengan menggunakan instrumen pengendalian berupa insentif dan disinsentif.
Tujuan dari penelitian ini adalah untuk merumuskan prioritas instrumen insentif dan disinsentif yang tepat berdasarkan tipologi perubahan dan faktor pendorongnya. Tipologi perubahan didapatkan melalui analisis pembobotan dan deskriptif kualitatif, lalu Confirmatory Factor Analysis (CFA) untuk mencari faktor-faktor penyebab perubahan, dan Analytical Hierarchy Process (AHP) untuk merumuskan prioritas instrumen insentif dan disinsentif.
Hasil dari penelitian ini adalah ditemukan bahwa pada tipe perubahan apapun, prioritas pertama dan kedua instrumen insentif yang terpilih adalah jenis Subsidi dan Pembebasan dan Pengurangan Pajak. Perbedaan yang ditemukan hanya pada prioritas ketiga yakni ditempati oleh jenis Pengurangan Beban Kompensasi pada Tipe Perubahan 1 (tinggi). Sedangkan pada Tipe Perubahan 2 (sedang) dan 3 (rendah), prioritas ketiga ditempati oleh insentif jenis Pengurangan Retribusi. Begitu pula dengan hasil prioritas instrumen disinsentif yang menunjukkan bahwa pada tipe perubahan apapun, urutan prioritas disinsentif yang terpilih adalah sama yakni Pembatasan Penyediaan Infrastruktur, Pengenaan Pajak yang Tinggi, Kewajiban Memberi Kompensasi, dan Pengenaan Retribusi yang Tinggi.

Kampung Praban as one of the historic kampongs in Surabaya is now experiencing alteration that are not in line with the rules of preservation as the impact of the current urban modernization. Therefore, there is an urge to take some efforts of prevention to keep the historic buildings in Kampung Praban preserved by using the incentives and disincentives as one of the controlling instrument.
The objective of this research is to formulate and determine the priority of incentives and disincentives based on the typology of alteration and its driving factors. The typology of alteration is obtained through descriptive qualitative and weighting analysis, then Confirmatory Factor Analysis (CFA) to identify the exact driving factors, and Analytical Hierarchy Process (AHP) to formulate the priority of incentives and disincentives.
The result of this research shows that in any alteration type, the first and second priority of the choosen incentives are Subsidies and Tax Exemptions or Reduction. The only difference is the third priority of incentives which is the Compensation Expense Reduction for Alteration Type 1 (high), whereas for both Alteration Type 2 (medium) and 3 (low) have the Levies Reduction as the third priority of incentives. So as the result of disincentive priority, it shows that in any type of alteration, the order of priorities are all same which are Limitation of Infrastructure Provision, High Tax Imposition, Obligation to Compensate, and High Levies Imposition.
