Abstract
Setiap harinya terdapat 500.000 warga Sidoarjo yang beraktivitas di Surabaya. Setelah pembangunan frontage road, LOS (Level of Service) di Jalan Ahmad Yani tetap berada di level E. Hal ini mengindikasikan masih tingginya penggunaan kendaraan pribadi dari Sidoarjo menuju Surabaya. Jumlah penumpang commuter line Surabaya-Sidoarjo juga mengalami penurunan, yang semula berjumlah 293.737 penumpang pada tahun 2013 menjadi 277.455 penumpang pada tahun 2017. Commuter line yang melayani pergerakan masyarakat Surabaya dan Sidoarjo, belum mampu mengurangi angka kemacetan sebesar 10-15 seperti yang diharapkan. Salah satu upaya untuk meningkatkan peran transportasi massal adalah dengan implementasi fasilitas park and ride.
Penelitian ini bertujuan untuk mengestimasi potensi permintaan commuter line melalui peningkatan fasilitas park and ride. Untuk mencapai tujuan, terdapat empat sasaran penelitian: 1) pemilihan stasiun berdasarkan indikator fasilitas park and ride dan tingkat penumpang yang tinggi sebagai studi kasus; 2) menentukan catchment area stasiun terpilih dengan menggunakan analisis statistik deskriptif; 3) mengidentifikasi karakteristik pengguna dan non pengguna commuter line di stasiun terpilih sebagai studi kasus dengan menggunakan analisis statistic deskriptif, uji T, dan uji ANOVA; 4) memodelkan potensi permintaan commuter line berdasarkan karakteristik fasilitas park and ride di stasiun terpilih sebagai studi kasus dengan menggunakan regresi logistik biner.
Hasil penelitian menunjukkan dari 14 variabel, terdapat lima variabel yang mempengaruhi permintaan commuter line, yaitu usia (X2), maksud perjalanan (X6), waktu (X7), kemudahan mencapai lokasi (X10), dan tingkat layanan angkutan (X14).
Dalam meningkatkan potensi penggunaan commuter line dapat dilakukan dengan penambahan tingkat layanan angkutan menjadi lebih dari empat kali pulang pergi. Dengan adanya penambahan tingkat layanan angkutan, maka potensi permintaan commuter line yang awalnya sebesar 28% akan menjadi 63,9%. ================================================================= Everyday, there are 500.000 Sidoarjo citizens who do their activities in Surabaya. After providing the frontage road, the Level of Service of Ahmad Yani road still at E level. This indicates the private vehicle usage from Sidoarjo to Surabaya is still high. The number of commuter line passangers also decreased, it was 293.737 passangers in 2013, and became 277.455 passangers in 2017. The commuter line which serving Surabaya and Sidoarjo has not been able to reduce the number of congestion by 10-15% as expected. One of the way to increase the public transportation usage is by implementing the park and ride facility.
The purpose of this research is to estimate the potential demand of commuter line by improving the park and ride facility. To reach the purpose, there are four stages: 1) choose the station as case study based on park and ride facility indicator and the highest commuter user using descriptive analysis; 2) identify the catchment area of the chosen station; 3) identify the characteristic of commuter line users and non-users at the chosen station using statistic descriptive analysis; 4) modelling the potential demand of commuter line based on the characteristic of park and ride facility in the chosen station using binary logistic regression.
The result of this research shows that from 14 variables, there are five variables that significantly influence the demand of commuter line, such as age (X2), travel purpose (X6), travel time (X7), ease of reaching the location (X10), dan level of transport service (X14).
To increase the potential demand of commuter line, it is required to make the frequence of transport service become more than four times round trip. By improving these three variables, the potential demand of commuter line in Sidoarjo Station which was 28% will become 63,9%.
