Abstract
Penyelesaian kemacetan lalu lintas di Surabaya adalah meningkatkan penggunaan transportasi masal. Bus kota adalah salah satu bentuk transportasi masal, sehingga trayek bus kota di Surabaya perlu dievaluasi kinerjanya melalui penelitian waktu tunggu (headway) dan faktor muat (load factor). Trayek bus kota yang dianalisis terdiri dari tipe bus P4, PAC-1 dan Suroboyo bus mulai dariTerminal Bungurasih- Terminal Tanjung Perak.
Analisa distribusi penumpang menggunakan sumber refrensi dari Ofyar Z.Tamin, perencanaan dan permodelan transportasi edisi kedua, penerbit ITB, dari refrensi tersebut membutuhkan data survey occupancy dan survey naik turun penumpang dengan metode matrik asal tujuan dan meramalkan jumlah penduduk dimasa yang akan datang menggunakan metode analogi dan metode furness. Analisa kinerja bus kota dan Analisa kebutuhan jumlah armada menggunaka pedoman teknis penyelenggaraan angkutan umum di wilayah perkotaan dalam trayek tetap dan teratur SK.687/AJ.206/DRJD/2002.
Waktu tunggu maximum dari 3 (tiga) jenis bus tersebut melebihi standar waktu tunggu maximum sebesar 20 menit menurut pedoman teknis penyelenggaraan angkutan umum di wilayah perkotaan dalam trayek tetap dan teratur SK.687/AJ.206/DRJD/2002. Survey occupancy yang dilakukan selama 12 jam mulai pukul 06.00-18.00 di titik tinjauan bus kota ini menghasilkan waktu tunggu (headway) maximum sebesar 35 menit. Hasil penelitian faktor muat untuk tipe bus P4 dan Suroboyo bus maximum 0,5, sehingga faktor muat kedua tipe bus ini masih di bawah standar faktor muat sebesar 0,7. Namun, faktor muat untuk tipe PAC-1 maximum adalah 0,8 atau melebihi standar faktor muat menurut pedoman teknis penyelenggaraan angkutan umum di wilayah perkotaan dalam trayek tetap dan teratur SK.687/AJ.206/DRJD/2002. Perhitungan analisis jumlah armada rencana berdasarkan hasil perhitungan waktu tunggu dan faktor muat menghasilkan jumlah armada maximum hingga tahun 2023 sebesar 48 unit armada PAC-1. Armada PAC-1 yang ada saat ini hanya 20 unit. Dengan demikian untuk mendapatkan faktor muat yang memenuhi persyarat, armada perlu ditambah jumlahnya hingga pada tahun 2023 menjadi 28 unit.

The result of load factor research for bus P4 and Suroboyo bus maximum 0,5, so that load factor of both types of bus is still below the standard load factor of 0.7. However, the load factor for the PAC-1 maximum type is 0.8 or exceeds the load factor standard according to the technical guidance of public transport in urban areas in fixed and regular routes SK.687 / AJ.206 / DRJD / 2002. The calculation of the number of plan fleet analysis based on the calculation of the waiting time and the load factor resulted in the maximum number of fleets up to 2023 by 48 units of PAC-1 fleet. The existing PAC-1 fleet is only 20 units. Thus to get the load factor that meets the requirement, the fleet needs to be increased in number until 2023 to 28 units.
