Abstract

Kabupaten Mojokerto merupakan salah satu daerah yang termasuk kedalam kategori rawan bencana kekeringan. Dampak yang ditimbulkan akibat kekeringan adalah masyarakat kekurangan air bersih serta penurunan hasil panen di sektor pertanian. Sebanyak 1.650 jiwa di Kecamatan Ngoro mengalami krisis air bersih. Luas lahan yang mengalami kekeringan di Kabupaten Mojokerto mencapai 86.365 hektar.
Terdapat empat tingkat bahaya kekeringan yang tersebar di Kabupaten Mojokerto, yaitu daerah yang tidak kering dengan luas 27.686 Ha, kering ringan dengan luas 20.764,5 Ha , kering sedang dengan luas 17.303,75 Ha dan sangat kering dengan luas 1.038 Ha. Dari hasil identifikasi capaian adaptasi eksisting pada daerah kering tertinggi, diketahui bahwa respon terhadap kekeringan dengan bentuk respon berupa pembatasan penggunaan air, suplai air bersih, peningkatan daerah hijau, penyediaan tampungan air permukaan dan penyediaan jaringan irigrasi.
Arahan adaptasi di Kabupaten Mojokerto memiliki persamaan antara wilayah utara dan selatan yaitu bersifat proaktif, meliputi pengurangan dampak kekeringan, penyediaan early warning system, pemberian insentif kepada masyarakat dan penyesuaian fungsi guna air. Namun arahan adaptasi di wilayah utara juga bersifat reaktif, hal ini disebabkan karena wilayah utara tidak memiliki jaringan irigrasi dan minimnya daerah tangkapan hujan akibatnya kekeringan di wilayah utara lebih tinggi dibandingkan wilayah selatan sehingga arahan adaptasi di wilayah utara harus lebih ditingkatkan dari segi pengelolaan irigrasi dan peningkatan daerah hijau.

The impacts caused by the drought are the people lack of clean water and the decline of crops in the agricultural sector. As many as 1650 people in the District Ngoro experiencing clean water crisis. The drought area in Mojokerto Regency reaches 86,365 hectares.
There are four levels of drought hazard scattered in Mojokerto regency, ie non-arid area with 27,686 Ha, light dry with area of 20,764,5 Ha, medium dry with wide 17.303,75 Ha and very dry with wide of 1,038 Ha. From the result of identification of existing adaptation achievement in the highest dry area, it is known that response to drought with response form is limitation of water usage, clean water supply, increasing of green area, provision of surface water tank and provision of irrigation network.
Adaptation directives in Mojokerto Regency have similarities between the northern and southern regions that are proactive, including the reduction of drought impact, the provision of early warning system, the provision of incentives to the community and the adjustment of water use functions. However, the direction of adaptation in the northern region is also reactive, this is because the northern region has no irrigation network and the lack of rain catchment areas resulting in drought in the northern region is higher than the southern region so that the direction of adaptation in the northern region should be further improved in terms of irrigation management and improvement green areas.
