Abstrak
Pembangunan jalan Middle East Ring Road (MERR) dapat meningkatkan nilai lahan dan mempercepat laju roda ekonomi di kawasan tersebut. Banyak investor mulai berinvestasi untuk membangun kawasan usaha di daerah yang dilewati oleh jalan ini. Beberapa kawasan yang semula tak berfungsi, kini sudah terbangun kawasan bisnis baru mulai dari restoran, Apartemen, mini market, kompleks ruko hingga mall. Hal tersebut mengakibatkan pasar tradisional disekitar kawasan MERR ini mengalami penurunan pendapatan atau tidak layak secara finansial. Salah satu pasar tradisional di kawasan MERR ini adalah Pasar Sinar Baru. Selain itu, dengan meningkatnya nilai lahan juga dapat memungkinkan perubahan peruntukan lahan dan lokasi lahan pasar yang strategis sehingga memiliki potensi untuk dikembangkan menjadi properti yang dapat memberikan penggunaan lahan yang maksimal. Oleh karena itu perlu dilakukan analisa penggunaan yang maksimal untuk lahan pasar tersebut. Analisa yang akan digunakan adalah analisa Highest and Best Use. Analisa ini bertujuan untuk mengetahui penggunaan terbaik dan produktivitas lahan tertingi untuk lahan Pasar Sinar Baru, Surabaya tersebut ditinjau dari aspek legal, aspek fisik, aspek finansial dan aspek produktivitas maksimum. Data yang diperlukan pada penilitian ini adalah data primer dan data sekunder. Data-data tersebut didapatkan dengan observasi di lapangan dan wawancara.
Hasil dari penelitian ini,untuk properti mix use pasar-tempat bermain-kuliner didapatkan nilai lahan sebesar Rp 12.625.571,-/m2 dengan produktivitas sebesar 246,32%. Untuk properti mix use pasar-plaza-kuliner didapatkan nilai lahan sebesar Rp 16.030.506,-/m2 dengan produktivitas sebesar 313%. Untuk properti mix use pasar-ruko didapatkan nilai lahan sebesar Rp 7.145.473,-/m2 dengan produktivitas sebesar 139 %. Jadi didapatkan properti mix use pasar-plaza-kuliner sebagai alternatif penggunaan terbaik dan produktivitas lahan tertinggi untuk lahan Pasar Sinar Baru Surabaya.
=================================================================The construction of the Middle East Ring Road (MERR) can effect on economy activities region. The value of land increase and the economy activity in the region move very fast. Many investors start their investment to built their bussines in area passed by this road. That the bussines are restaurant, apartements, small market, complex shop up to mall. This resulted in the value of traditional markets around the MERR. One of the traditional markets in MERR area is Pasar Sinar Baru. In addition, with the increasing value of land can also allow changes in land use and the location of the land market which is located so that it has the potential to be developed into a property that can provide land use maximum. Therefore it is necessary to analyze the maximum use for the market land. The analysis to be used is Highest and Best Use (HBU) analysis . This analysis aims to find out the best use and highest land productivity for the land. It is viewed from the legal aspect, physical aspect, financial aspect and maximum productivity aspect. Data required in this research is primary data and secondary data. The data were obtained by field observation and interview.
Results from this study, for a mixed use market-spot play-culinary property found a land value of Rp 12.625.571,-/m2 with productivity if 246,32%. For a mixed use market-plaza-culinary property found a land value of Rp 16.030.506,-/m2 with productivity if 313%. For a mix use market-shop property found a land value of Rp 7.145.473,-/m2 with productivity is 139%. So, the property mix use market-plaza-culinary as the best use alternative and the highest land productivity for Sinar Baru market.
