Abstract
Kota Surabaya merupakan kota metropolitan terbesar nomor dua di Indonesia, kemajuan pesat dalam beberapa kegiatan seperti dalam sektor pemerintahan, perdagangan, industri dan sebagainya mengakibatkan semakin banyaknya arus urbanisasi dan pertambahan penduduk. Besarnya pertambahan penduduk ini, dapat menyebabkan beberapa masalah perkotaan seperti kemacetan. Salah satu kawasan tertib lalu lintas (KTL) yang juga merupakan padat lalu lintas dan kawasan yang banyak dilalui warga Surabaya berada di Jalan Raya Darmo Surabaya. Untuk mengatasi kemacetan pada Jalan Raya Darmo Kota Surabaya, perlu dikembangkan angkutan massal yang komprehensif, terintegrasi serta baik dalam hal kuantitas maupun kualitas di Kota Surabaya. Selain itu, perlu adanya cara untuk mendorong pengurangaan penggunaan kendaraan pribadi salah satunya adalah penerapan Transport Demand Management (TDM) berupa pemberlakuan sistem retribusi pengendalian lalu lintas atau Electronic Road Pricing (ERP).
Pada analisis dalam Tugas Akhir ini dilakukan pengamatan pada setiap kelompok kendaraan yang lewat di Jalan Raya Darmo Surabaya dengan mengamati langsung di lapangan pada simpang tak bersinyal dan mengamati melalui video CCTV pada setiap simpang bersinyal, kemudian dapat ditentukan kinerja lalu lintas eksisting berupa Level of Service (LOS), meramalkan kinerja lalu lintas di masa mendatang, merencanakan sistem dan tarif Electronic Road Pricing berdasarkan analisa Willingness To Pay (WTP) serta melakukan evaluasi terhadap kinerja lalu lintas setelah diterapkan Electronic Road Pricing (ERP).
Hasil dari studi perencanaan sistem electronic road pricing di Jalan Raya Darmo Surabaya menunjukkan bahwa kinerja lalu lintas eksisting di Jalan Raya Darmo Surabaya pada hari aktif Senin dan Rabu dengan rata – rata 1,11, sedangkan untuk akhir pekan pada hari Sabtu derajat kejenuhan (DJ) rata – rata 0,66 kemudian pada prediksi lima tahun mendatang hari aktif Senin dan Rabu adalah 1,36 dan hari Sabtu 0,80. Hasil prediksi IBM SPSS untuk persentase perpindahan rute sebesar 31% dan persentase perpindahan moda sebesar 21% serta didapat nilai Willingness To Pay (WTP) adalah sebesar Rp 8.462 untuk kendaraan roda empat (R4) atau lebih dan Rp 3.233 untuk kendaraan roda dua (R2).

Surabaya is the second biggest metropolitan city in Indonesia. The rapid progress of several activities like government, trading, industry, etc., cause much urbanization and overpopulation. The increase in population can cause some urban issues like traffic jams. One of the areas with dense traffic and is a much-traveled area by Surabaya’s citizens is located in Raya Darmo Street Surabaya. The solutions to resolve traffic jams in Surabaya are needed to develop public transportation which is comprehensive and integrated well, quantity and quality. Besides, ways are needed to reduce the use of private transport, one of these is the application of Transport Demand Management (TDM), like enforcement of traffic retribution, usually called Electronic Road Pricing (ERP).
The analysis of this thesis was doing observations on each group of vehicle which passed by Raya Darmo Street Surabaya by observing directly at intersection areas without signals and observing through CCTV at signalized intersection areas, then it could be determined if the existing conditions of traffic performance formed Level of Service (LOS), forecasting traffic performance in the future, planning the system, and tariff of Electronic Road Pricing based on the analysis of Willingness To Pay (WTP) and doing the evaluation towards traffic performance after Electronic Road Pricing (ERP) is used.
The result of study planning electronic road pricing system on Raya Darmo Street Surabaya showed that existing traffic performance on Raya Darmo Street has a very saturated the degree of saturation on Monday and Wednesday which the average is 1,11, whereas on Saturday as a weekend the average of degree saturation is 0,66. The prediction in five years in weekdays is 1,36 and Saturday as weekend is 0,80. As the result of IBM SPSS known that the displacement of route is 31% and the displacement of transportation is 21%. It is obtained that the value of Willingness To Pay (WTP) is Rp 8.462 for four-wheel vehicle or more and Rp 3.233 for two-wheel vehicle.
